Regional Procurement Specialist, Asia At Save the Children

The Opportunity

The Regional Procurement Specialist is part of the regional procurement function.

The core responsibilities of the role includes assisting and advising Country Offices in the purchasing of goods and services, driving procurement KPI delivery including purchasing efficiency and benefits reporting, procurement documentation quality reviews, and supporting the development of regional and country sourcing strategies to ensure value for money is achieved through world class sourcing strategies and procurement processes & policies.

The Regional Procurement Specialist will support the strategic development of procurement in the region drive continuous improvement through capacity building in Country Offices including the adoption of a global Source to Pay system.

Key Responsibilities

International Procurement:

  • Provide advice and support for international procurements for country programmes in line with procurement policies, processes and quality standards.
  • Assist country offices with the purchasing of goods and services from existing global framework agreements.
  • Develop, co-develop new tools or improve existing tools for better processing and management of international procurement.

Procurement and Sourcing Initiatives

  • Develop strong relations with Country Offices to support them implementing key initiatives to improve their procrument capabilities such as improving their procurement planning & ordering practices, improvement of KPIs, cost savings and etc.
  • Actively support CO’s on key initiatives, complex procurement process and activities.
  • Review monthly procurement KPIs and provide feedback for Country Offices and Supply Chain leadership.
  • Participate and provide support on CO sourcing and tendering: review tender packs, evaluation of suppliers as well as FWAs to ensure the organisational best practice is adhered to.
  • Review and analyse country spend profiles, provide advice and guidance to improve country procurement performance and processes
  • Streamline procurement workflow standards across different functions, as well as between CO’s and the region.
  • Implement Global Change in the countries, such as Procurement related Policies, Manuals System and Tools.

Cost efficiency and Financial benefits.

  • Monitor and review Financial Benefits & review in COs
  • Develop and build capacity and capabilities in CO’s through training and coaching.
  • Continously seek ways to achieve better outcomes, contributing to ensure key performance and Financial Benefit Targets are met.

Providing Procurement support and management of internal control systems.

  • Support the adoption of Source to Pay in the region.
  • Review and validate procurement process for FWAs and contracts done at country level that are above set threshoulds
  • Establish mechanisms to monitor compliance with the policies and procedures.
  • Review procurement waivers sent for regional or centre approval
  • Support the development of global category/sourcing strategies
  • Support the Asia Regional Office in regional category sourcing development.
