Action Against Hunger is an international non-profit, non-governmental organization created in 1979. It is private, non-political and non-religious. Its goal is to combat hunger and dangerous situations that threaten women, men and children. Currently, 500 expatriates and more than 5,000 employees work for Action Against Hunger in more than forty-six countries, on projects covering our four areas of work: food, health, food security and food management. water and sanitation system.

GENERAL PURPOSE OF THE POSITION

Under the supervision of the field coordinator, the Regional Program Manager’s mission is to ensure the smooth running of projects on his or her base, in close collaboration with the project coordinators and section managers, he or she participates in the development new projects and ensures interconnection between the different sectors of action of Action Against Hunger on the ground. Technical representative on his or her base, he or she must have a particular interest in the themes on which we intervene, food assistance, health nutrition, WASH, protection, advocacy, CCCM and community mobilization, but also in strengthening local capacities and systems production, good governance and the integration of national policies and strategies. He or she reports to the Field Coordinator on the progress of the projects, the difficulties encountered and the recommendations for greater efficiency in the implementation of the projects.

Main activities

Objective 1: Support the Field Coordinator in program management:

  • Keep the Field Coordinator informed of the situation of projects executed on the HEC basis;
  • Share with the Field Coordinator the level of project implementation, the difficulties encountered and the solutions envisaged;
  • Carry out quarterly project planning with PAP, POP and Donor consistency;
  • Ensuring deadlines for preparing project reports are respected by component managers and project coordinators;
  • Provide support to logistics managers in logistics documentation to avoid possible delays;
  • Draw inspiration from MEAL reports to assess the execution of projects and the measures to be taken to remedy any weaknesses noted.

Objective 2: Coordinate area programs by ensuring their consistency with the mission strategy and identified needs

  • Ensure the consistency of the Action Against Hunger program with national directives, the humanitarian situation in the area and with the actors present;
  • Participate in scheduled meetings and meetings with various partners, national operators and sectoral coordination spaces in our areas of intervention (international and national NGOs, government institutions, traditional chiefdoms);
  • Maintain close relationships with the regional representations of our donors;
  • Develop and monitor Implementation Protocols agreed with (regional) partners, including local authorities and inform coordination if there is a need for updating and renewal;
  • Develop the SITREP for the base.

Objective 3: Coordinate the proper execution of projects

  • Implement the program implementation strategy through component managers, project coordinators and their teams in accordance with the documents relating to the project (logical framework, narrative document, budget, PAP, APR, MP) and the evolution of the context and monitor the different project activities;
  • Support component managers and project coordinators in planning, monitoring their projects and supervising their team;
  • Develop with the coordination the methodological tools and documentation necessary for the proper implementation of actions (study and diagnosis, planning tools, training materials, evaluations, etc.);
  • Support base monitoring and evaluation (M&E) managers and ensure the quality of reports (intermediate reports, final reports, etc.), base reporting (weekly reports, monthly reports, meeting reports, monitoring reports, performance reports). activities and capitalization);
  • In liaison with the administrative department of the mission, support the section managers and project coordinators in the budgetary monitoring of expenses linked to their respective activities.

Objective 4: Supervise and develop the base technical team in compliance with the organization’s programmatic and operational procedures and strategies

  • Participate in the development of job descriptions and the organization chart, in the recruitment and evaluation of staff;
  • Actively participate in the implementation of the training and capacity building plan for field teams and local partners;
  • Ensure good team cohesion through effective communication (proximity with the team, organization of meetings, etc.);
  • Manage, with the support of coordination, possible internal conflicts within the team through mediation, communication, evaluations, individual interviews, or any other method appropriate to the situation.

Objective 5: Contribute to the definition of the strategy and positioning of the technical and operational departments

  • Monitor general indicators at grassroots level, according to the Action Against Hunger performance framework;
  • Verify that key Action Against Hunger indicators are monitored and analyzed in the intervention area;
  • Appropriate the strategies and technical positions of Action Against Hunger;
  • Collect data and information on the humanitarian situation at the grassroots level, formalize them and transmit them to the appropriate channels;
  • Share positive lessons and experiences with the mission and external stakeholders.

Candidate profile

Training:

Postgraduate studies in project and program management in logistics, financial and HR management, security management and humanitarian leadership.

Specific technical knowledge:

Strong team coordination and management skills.

Good knowledge of program operation

Skills in training and supervising multidisciplinary teams.

Experience (years):

3 to 5 years of experience in a similar position

Knowledge of the terrain essential.

Skills required

Good ability to work in a team, honesty, good communication skills

Knowledge of the humanitarian sector:

Experience in an NGO and/or International Organization essential

Knowledge of the organization:

LANGUAGES :

Perfect level of French (written and spoken)

Good level of English is an asset

Mobility (national/international): Regular travel in the intervention area and particularly in villages and, if necessary, in the capital.

Remuneration conditions

We offer immediate incorporation into a dynamic, international organization including the following contractual conditions:

Expatriate employment contract with UNAccompanied status.

  • Base: Bassikounou (Mauritania)
  • Contribution level: V3
  • Salary between €42,178 – €54,052 gross per year depending on professional experience and responsibilities.
  • This salary is divided into 12 payments and based on experience and background.
  • Accommodation supported on the Mission by the organization (Guest house or Allowance for personal apartment)
  • Transportation costs to the mission covered by the organization.
  • One-week breaks with transport costs to the reference area every 3 months and an extra of €215 for the week.
  • 25 working days of vacation per year with ticket paid for by the organization.
  • Repatriation, accident and travel and life insurance.
