Main role and responsibilities

The Project Rapid Response Officer will oversee all rapid response-related activities under the USAID-funded Sahel Regional Resilience Activity (RRA). The RRA is designed to provide leadership and direction to a series of resilience activities that will strengthen individuals, households, formal and informal institutions, and networks to improve natural resource management and the adoption of sustainable agricultural practices. As a member of the RRA Technical Leadership Team, this key individual will provide guidance on project activities related to rapid response, including humanitarian response, disaster risk management, and integrated resilience, while integrating collaboration, learning, and adaptation (CLA) throughout the project.

The Rapid Response Officer will lead programming with other members of the project management team, with implementation spanning Burkina Faso, Chad and Mauritania. As such, this position may be based in Dakar, Senegal, or Ouagadougou, Burkina Faso, with frequent travel to other coverage areas.

Design :

  • Lead the design of all rapid response programming that will be contained within the Leader with Associate (LWA) mechanism, including the development of a framework closely aligned with the overall resilience objective of the programming;
  • Work closely with other managers to ensure cross-functional integration and smooth deployment of rapid response and longer-term support to communities.
  • Ensure that appropriate measures are included in the rapid response mechanism and activities, including budgeting, logistics planning, etc., in order to ultimately translate into effective and impactful interventions;
  • Leverage experience in relevant technical areas of resilience, including food security, agricultural production, market systems development, water, sanitation and hygiene, gender and youth mainstreaming, nutrition and social behaviour change, to inform project design.

Implementation:

  • Support the definition of approaches and methodologies in the different projects by developing and monitoring the use of memos, standard operating procedures and common tools, as well as creating opportunities for sharing experience and learning;
  • Ensure that quality and relevant technical standards are considered and adhered to when implementing projects;
  • Ensure appropriate capacity building of staff and partners;
  • Coordinate and collaborate with other stakeholders by regularly participating in internal and external technical meetings and roundtables;
  • Monitor and follow up on the progress of projects;
  • Anticipate and mitigate risks and problems, and resolve unforeseen difficulties during project implementation;
  • Participate in procurement and budget planning processes;
  • Conduct regular field visits to provide technical advice and supervision, and regularly monitor the progress of project activities;
  • Where applicable, liaise with the Head of Mission on project updates, including site visits and other communications, in coordination with relevant internal and external units.

Qualifications and skills required

  • Bachelor’s degree in humanitarian, development or related field; a master’s degree is an asset.
  • At least eight years of experience in designing and implementing rapid response and resilience strategies for major or similar donor-funded programs in developing countries, with a preference for direct experience in the Sahel context.
  • Prior experience working on USAID projects is required, with proven experience developing and managing similar activities.
  • Technical expertise in operationalizing programs, including close coordination with partner organizations and host country agencies.
  • Proven experience working with diverse teams across contexts, time zones and languages
  • Experience working in a leadership and engagement role with diverse stakeholders
  • Excellent oral and written communication skills.
  • Demonstrated leadership, versatility and integrity.
  • Proficiency in French required; proficiency in English strongly desired.

Terms

  • Salary defined by the Acted salary scale according to the level of education, expertise, security level and level of experience: between €3,200 and €3,400 net monthly (before income tax)
  • Monthly living expenses allowance $300
  • Accommodation in guesthouse and food provided by Acted
  • Social security, mutual insurance (MSH) and repatriation assistance (SOS International) covered by Acted
  • Transportation to the mission and return ticket fully covered every 6 months (to the address specified on the employment contract)
  • Visa fees covered by Acted
  • R&R every 3 months (airfare covered up to $500 + additional $200 allowance)
  • A week of preparation for departure including 4 days of immersion safety training
  • Possibility of having a 30-minute call with a tax consultant
  • Psychological support (appointment with a professional)
