Regional Reference For Mechanics And Fleet Managers (6-Month Temporary Contract / Position Based In Drc And Car) At Doctors Without Borders

GENERAL CONTEXT

In his area of ​​specialty, focus mainly on applying his expertise to field projects and providing technical support to the coordination and field teams of the countries in his region (DRC and CAR), in accordance with the policies, guiding principles and procedures MSF and in such a way as to support the general operational objectives of the mission.

The position of regional referent for mechanics and fleet management is linked to the fact that MSF’s medical activities require continuous support to ensure the mobility of patients, staff and goods as well as the production of energy (generators) with safe and secure equipment. The context of use and the complexity of our different machines require constant support to the logistics team in the field and regular assessment of these assets by highly qualified personnel in order to avoid unforeseen damage, significant expenses and impact on operations.

The motorized fleet sector includes machinery (light vehicles, trucks, motorcycles, generators, motor pumps, etc.), human resources (fleet managers, drivers, workshop managers, mechanics, etc.), infrastructure and equipment, spare parts/consumables and protocols. Motorized fleets of vehicles and generators require two main areas of activity, the first being fleet management, the second being the maintenance of these fleets. The regional motorized fleet referent will provide support to MSF projects, in the countries where it operates, in these two technical areas.

RESPONSIBILITY

  • At the request of the coordination teams and based on the terms of reference established by their Logistics Coordinators, conduct assessments in the countries of their region. Take the initiative to design and propose overall field visit agendas and suggest any relevant changes based on operational needs;
  • Ensure liaison with the Headquarters Technical Advisor and contribute to defining and improving policies in their area of ​​expertise by providing feedback based on their experiences. Provide recommendations for implementation or improvement for the program and broader operational objectives, in accordance with MSF policies, guidelines and procedures;
  • Provide, when necessary, technical support to the Logistics Coordinators in their geographical region with the help of the Technical Advisor based at Headquarters;
  • Monitor the implementation of technical projects that have been initiated in your area of ​​expertise and in your region and carry out, at least once a year, an analysis of the elements of the project relating to your specialty;
    • Develop your network and knowledge of local players in your geographic area and area of ​​expertise (institutions, training centers, suppliers, etc. others if relevant)
    • At the request of training managers, contribute to the definition of content generally related to your field and help run sessions
    • Implement all new policies, procedures, and deployment of equipment within your area of ​​expertise and countries in your region
    • Write the first versions of visit reports and annual reports
    • Assist in the deployment of motorized fleets when starting or carrying out activities in terms of technical needs, human resources, financial perspectives, training, renewal and supply according to the MSF policy framework
    • Mandated by TELOCO, carry out technical audits in the countries of its region
    • Proactively develop and propose field visit programs and suggest any appropriate changes based on operational needs
    • Provide detailed analyzes of recurring complex issues
    • Advise and support logistics coordinators and field teams in their decision-making related to their technical specialty
    • Contribute to the development of the skills of personnel linked to motorized fleets (mechanics and fleet managers) in collaboration with the team leader.
  1. RESPONSIBILITIES SPECIFIC TO THE MSF SECTION / CONTEXT
  • Support the field team to resolve technical issues affecting the optimal operation of machines.
    • Propose, improve and implement MSF protocols, tools and techniques relating to the motorized fleet (design, management and maintenance).
    • Analyze maintenance needs in different projects and make recommendations for the ideal human resources configuration.
    • Provide training and supervision of field teams on the use and responsibilities of motorized vehicles and strengthen their capacities in the field.
    • Be a major player in road safety and maintenance activities by providing protocols, raising awareness/training, and supervising.
    • Participate in the recruitment of national technicians.
    • Participate in defining job descriptions for motorized fleet technicians in the region.
    • Evaluate locally and regionally the market for goods, tools and equipment related to its technical field, including after-sales services.
    • Validate products and suppliers.
    • Define strategies for the supply and storage of spare parts and other elements allowing the maintenance of machines and equipment in the technical family in collaboration with the Procurement and Finance departments.
    • In collaboration with the team leader, increase and standardize the technical training of operational logs (Log-Co, LTL, Log Managers, etc.) and specialists (WS managers and supervisors, mechanics) by adapting it to the reality of the region.
    • Define the content and methodology of training on new topics, both technical and organizational, such as “diagnostic training”, “generator training” and “special vehicle training”, “management of the fleet for drivers”, etc.
    • Support the field logistics team in the design and/or evaluation of motorized fleet parameters.
    • Help field logistics teams organize, coordinate and control the deployment of motorized fleets.
    • Help the field logistics team collect and analyze motorized fleet indicators – My Fleet up to date for vehicles, generators, garage equipment, a clear report of the use of each machine (hours, kilometers traveled), the quantity and cost of fuel and consumables, cost per kilometer/hour.
    • Ensure that field logistics teams implement preventive maintenance protocols, clear planning of human resources and equipment activity.
    • On request, realize potential gaps in positions related to their technical field on these 2 missions.
  • Education: Degree and specialization in the relevant area of ​​expertise essential
  • Experience: MSF experience required and in international NGO field projects. Significant professional experience required (at least 2 years) in their area of ​​specialization. Experience as a Logistics Team Manager and/or Logistics Coordinator within MSF is a plus. Good command of project management, management and training knowledge.
  • Languages: Fluency in French essential, fluency in English and/or other languages ​​is a plus
  • Knowledge: Computer literacy
