We are actively seeking an experienced and dynamic Regional Representative to lead our team in the MENA Region, a pivotal role in our joint mission to bring positive change to communities facing adversity.
Purpose:
As the Regional Representative MENA, you will lead the strategic implementation of the Norwegian Red Cross’ International Strategy in the MENA Region. This role is critical in effectively managing resources, nurturing external relations, and leading a dedicated team to achieve our humanitarian objectives.
Key Responsibilities:
Strategy Implementation:
- Ensure the seamless implementation of the International Strategy in the MENA region, establishing and monitoring strategic direction through regional and country frameworks.
- Drive innovation and adaptability to respond effectively to evolving humanitarian challenges.
Leadership and Resource Optimization:
- Lead the regional team with efficiency and purpose, fostering collaboration within the team, with other regions, and with the National office.
- Optimize resource allocation to maximize our impact and ensure efficient resource utilization.
Stakeholder Management:
- Oversee strategic relationship management with key stakeholders, including the Red Cross Red Crescent Movement, donors, and external partners.
- Foster strong partnerships to enhance our collective humanitarian efforts.
Operational Responsibilities:
- Develop comprehensive regional action plans and approve country-level action plans, actively monitoring progress through regular meetings and reporting.
- Contribute to the decision-making process and strategic initiatives within the International Programmes and Preparedness Department.
- Champion initiatives that enhance the efficiency and impact of the Red Cross Red Crescent Movement.
- Ensure a functional division of tasks and optimal resource utilization within the regional team.
- Manage and mentor a team of professionals, including Country Program Managers, Deputy Regional Representative, and Regional Finance Manager.
- Engage and motivate the regional team, setting clear expectations, and promoting mutual accountability.
- Oversee the maintenance of updated security protocols within country offices, promoting a culture of security awareness.
- Foster collaboration within the region and across other regional teams through competency development and proactive human resources planning.
- Acquire proficiency in Norwegian Red Cross work processes and digital tools.
- Represent Norwegian Red Cross in the region and coordinate donor relationships.
- Manage the strategic relationships with National Societies, ICRC, and IFRC in line with established guidelines.
- Act as a spokesperson for regional developments and support communication and humanitarian diplomacy initiatives in the region.
Collaboration:
- Participate in and represent decisions within the Extended Management Group of the International Programmes and Preparedness Department.
- Collaborate closely with National Office’s Regional Team members, including Program Finance Coordinator and Regional Human Resources Advisor.
- Engage with HQ’s Programme Support Team, technical coordinators, and advisors to optimize annual planning and humanitarian outcomes.
Qualifications:
Formal Competence:
- Master’s degree in a relevant field or bachelor’s degree with commensurate work experience.
- Minimum of ten (10) years professional experience in lead management implementing humanitarian and/or emergency response programs in conflict setting with at least 5 years of senior management experience
Desired Qualifications:
- Proven experience in humanitarian management.
- Strong analytical skills with a track record of solving complex humanitarian problems.
- Field-level experience in implementing humanitarian projects.
- In-depth knowledge of the humanitarian landscape and the roles of the Red Cross Movement (RCM).
- Excellent drafting skills with a proven history of successful donor applications.
- Fluency in English and Arabic (written and verbal) is required.
