NCA is seeking a Safety and Access Advisor for our programmes in East Africa (South Sudan, Ethiopia and Somalia). The main programmes are Water, Sanitation and Hygiene (WASH) and Gender-Based Violence (GBV).
The main objective of this position is to strengthen the security framework for NCA’s operations in the region, both towards NCA partners and NCA staff being based in and visiting East Africa. Given the volatile situation in the region, the Advisor will be instrumental in ensuring that NCA is able to uphold its duty of care towards its staff and partners in the region.
The Safety and Access Advisor will report to the Country Director for South Sudan but will work closely with the Somalia and Ethiopia CDs. The initial duty station will be Juba, South Sudan, with regular travel in the region. The duty station may change during the contract period. The contract is for 12 months with a possibility for extension. The position will involve frequent travel in the region. This is an expat position only and a non-family duty station.
Position responsibilities:
- Support country offices with the implementation of NCAs safety risk management policy across geographic areas of responsibility.
- Capacity development and mentoring of national safety and access officers on risk management, crisis management and mitigation implementation.
- Advise Country Directors and senior management teams on safety risk management.
- Support the training of country office staff, including provision of personal safety and training and crisis management training and exercises.
- Support crisis management of countries within the geographic area of responsibility.
- Networking with key partners and stakeholders (UNDSS, INSO, NGOs, government officials)
- Ensure that key security documents are up-to-date, including locals safety rules, SOPs, Safety Risk Assessments, Contingency Plans.
Qualifications:
- Minimum of 3 years relevant professional experience, meaning security management in humanitarian operations and organizations in high-risk locations
- Minimum 1 year of proven experience from working in the East Africa region, preferably with South Sudan, Somalia and Ethiopia, within the field of safety and security
- Experience with humanitarian access analysis, civil-military coordination
- Proven experience in conducting trainings and capacity development
- Experience in other areas of humanitarian and development work is an asset
- Fluency in verbal and written English is required
- Knowledge of local languages is an asset
