Regional Strategy and Programme Development Advisor (MENA) (f/m/d)

The Regional Strategy and Programme Development Advisor supports the arche noVa Country Offices for Iraq, Syria and Lebanon to develop sustainable funding strategies and contributes to the expansion of our programme and quality improvement at country and regional level.

The position is optionally based in Erbil (Iraq) or Tripoli (Lebanon).

Start: as soon as possible

Contract duration: initial 6 months with a 3 months probationary period. An extension is strongly desired but depends on available funds

Main responsibilities:

Supporting proposal development and reporting

First phase:

  • Support the Country Offices in high qualitative proposal writing
  • Developing relevant country-level meta-analyses on cross-sectional topics such as gender, inclusion, protection, climate change, environmental protection, regional demography and migration

Beyond first phase:

  • Support the Country Offices in high qualitative and evidence-based reporting for donors, clusters, professional bodies.
  • Developing formats documenting the impact of AN interventions such as best practices, case studies, successful innovations

Developing sustainable funding strategies

First phase:

  • Supporting strategic partnership assessments in the region around AN response in Northern Syria, Iraq and Lebanon

Beyond first phase:

  • Revising existing country-based funding strategies and developing a more regional funding strategy approach Contributing to funding diversification by identifying relevant funding opportunities and developing donor selection criteria

Programme Development

First phase:

  • Contributing to project and program development processes and compliance with donor requirements in considerations of crosscutting topics including gender equality, inclusion and greening

Beyond first phase:

  • Enhancing synergies between programs and relevant projects by supporting the development of joint performance indicators, monitoring and evaluation frameworks and plans.
  • Regular monitoring and internal dissemination of best practices and sector evidence on mainstreaming innovation in sectors relevant to AN program, including WASH, livelihood, education, as well as protection and civil society engagement
  • Exploring innovative research approaches and collaboration opportunities with research institutions

Your competences

  • University degree in a relevant field of study
  • At least 5 years of practical experience in international humanitarian and/or transitional assistance
  • An excellent understanding and professional experience in the Middle East region
  • Sound knowledge of institutional donors (e.g. EU, ECHO, BMZ, GFFO, CBPF, etc.)
  • Experience in networking, strategic development and representation
  • Strong analytical skills, excellent written / reporting and verbal communication skills
  • Demonstrated experience in proposal development, donor engagement and reporting
  • Demonstrated experience in capacity building
  • Professional command of English, German is considered a strong advantage
  • Motivated, proactive, flexible team member with and pro-active working attitude
  • Readiness to frequently travel to field locations in the MENA region
