Regional Technical Advisor, Economic Inclusion & Cash and Voucher Assistance (CVA), Africa & Eurasia at HIAS

POSITION SUMMARY:

HIAS seeks a Regional Technical Advisor, Economic Inclusion & Cash and Voucher Assistance (CVA), Africa & Eurasia to oversee programs and provide technical support that ensure forcibly displaced people can secure income and enjoy rights to work, self-reliance and a decent standard of living. They will lead efforts to support country offices in the planning, implementation and monitoring of programs, especially those related to CVA. They will play a key role in HIAS’ CVA program in the frame of emergency response. They will facilitate the exchange of best practices globally and show impact across countries of operation in the region. The position will be a conduit for translating global standards and change initiatives to the field. Reporting to the Director, Economic Inclusion & CVA, and working closely with Regional Directors and country office teams, they will support and build the capacity of HIAS clients, staff and partners in the region.

Note, this position is based in Silver Spring, Maryland or remote in the Africa & Eurasia region, and will include significant travel to/within the Africa & Eurasia region.

ESSENTIAL FUNCTIONS:

  • Supports the development and strengthening of cash-based approaches, operational arrangements and procedures based on existing good practices.
  • Liaises with other technical staff supporting other sectors (Legal Protection, Mental Health & Psychosocial Support, Gender & GBV) to help mainstream CVA into their approaches and strategies.
  • Supports HIAS offices with the development of integrated strategies and program design of economic recovery and inclusion and CVA interventions by advising on context-specific aspects to efficiently meet program objectives.
  • Leads the exchange, documentation and dissemination of best practices and lessons learned with internal and external stakeholders.
  • Establishes and maintains a network of strategic and operational partners (e.g., financial partners, NGOs, academic partners, the private sector) to ensure complementarity and efficiency gains in the assessment, design and implementation of CVA.
  • Identifies skills and knowledge gaps related to economic inclusion and CVA among HIAS country offices and addresses these through training and capacity building.
  • Develops, implements and monitors evidence-based economic inclusion programs in line with HIAS’ refugee rights framework, with a special focus on poverty alleviation programs.
  • Provides technical assistance to regional field staff on programs that promote the economic inclusion of refugees and other forcibly displaced populations, reducing poverty and negative coping mechanisms, with a focus on savings and loans, business plan development, vocational skills training, seed funding and recertification.
  • Brings a protection lens to economic inclusion programming with a focus on the gendered impact of these programs.
  • Designs and coordinates market assessments, feasibility studies and other tools to support the rapid implementation of CVA programming in emergency responses.
  • Provides technical leadership to identify humanitarian livelihoods needs and arranges necessary support through emergency cash programing and assistance.
  • Supports the application of international standards and guidance for economic inclusion across the region.
  • Identifies new donors and initiatives to HIAS and develops high quality proposals in the refugee economic inclusion and self-reliance sectors.
  • Supports proposal development in country offices.

QUALIFICATIONS & REQUIREMENTS:

  • Graduate degree in a relevant field.
  • 3-5 years of experience designing, implementing, monitoring and evaluating CVA and economic inclusion programs in a refugee, forced displacement or humanitarian context.
  • 3-5 years of field-based experience in Africa & Eurasia.
  • English fluency required; French fluency preferred.
  • Experience designing and implementing CVA and economic inclusion programs in an emergency context, with expertise in gender and other protection implications.
  • Successful experience designing and implementing innovative CVA and economic inclusion programming, including in areas of cash-based interventions, income generation, group savings and loans, vocational skills training, seed funding, employer outreach and engagement with corporate social responsibility partners.
  • Collaborative, flexible team player with the ability to think creatively, logically and critically about solutions to gaps in economic inclusion programming.
  • Excellent interpersonal, written and oral communication skills, including the ability to regularly communicate with, motivate and support field-based staff as well as effectively communicate key program achievements and operational challenges.
  • Excellent organizational and problem-solving skills.
  • Ability to travel up to up to 30% of the time.
  • Ability to deploy to emergencies response if needed.
