JOB PURPOSE

WFP Regional Bureau for Asia and the Pacific is seeking a consultant to manage the implementation of the food security and livelihood surveillance in countries of priority in the region, the production of data, analysis and reporting or visualization through a dashboard.

KEY ACCOUNTABILITIES

  1. Support country offices in the design and roll out of the near-real time food security and livelihood monitoring systems, including support managing data call centers;
  2. Support the design of methodology and tools, contribute to analyses and prepare regional food security, livelihood and other vulnerabilities
  3. Reports/bulleting/dashboards based on mVAM data;
  4. Support country offices in the implementation of mVAM as well as technical guidance and preparation of mVAM based information products;
  5. Work closely with the HQ Hunger Monitoring unit and ensure high quality mVAM related assessments in the region;
  6. Support the monitoring team in the use of mVAM for programme monitoring;
  7. Provide training to relevant staff of the regional bureau and country offices to build up mVAM technical capacity in the region;
  8. Collaborate with other units, particularly the nutrition unit, CBT and EPR, on the use of mVAM and inter-unit collaboration on assessments, targeting and identification of response options;
  9. Any other tasks as assigned by the Head of the Unit.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

At least a Master’s Degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, or other related fields, or First university degree with additional years of related work experience and/or training/courses.

WORK EXPERIENCE

  • At least 5 years of relevant professional work experience in food security, livelihood and nutrition assessment and analysis or a closely related area, such as food security information management systems. Candidates having 6 or less years of relevant and demonstrable experience will be considered for CST I level and those with longer experience for CST II level.
  • Has led surveys, including remote phone-based surveys, multiple food security and nutrition assessments in countries, including the design, data collection and analysis to inform decision making.
  • Has solid track record of report writing.
  • Has experience in data visualization/dashboard production
  • Has experience in partnership building and capacity building for national partner.
  • Has participated in design and implementation of WFP programmes focusing on food security and resilience building.

KEY COMPETENCIES

  • A solid experience on food security and nutrition analyst
  • Strong knowledge of statistical analysis for humanitarian purposes. Advanced software skills in SPSS is required;
  • Experience in implementation of mVAM including design of tools and methodology, and also analysis of mVAM data;
  • A good experience in producing information products based on food security and nutrition analysis, including data visualization/dashboard

LANGUAGE

  • Proficiency in both oral and written communication skills in English (Level C)
  • Ability to draft professional reports without the need for additional editing before publishing
