Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. The Myanmar Thailand (MyTh) program involves all HI’s interventions’ contexts (Armed Violence Reduction, Emergency and Development) and was created in 2016 with the merge of 2 already existing missions, setting up cross border initiatives to integrate the return of refugees from Thailand to Myanmar as part of its regional strategy.

In Thailand, HI started working in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine/ERW victims. HI currently implements activities in the camps of Burmese refugees on the Thailand/Myanmar border and in three thematic areas: Rehabilitation, Disability and Social Inclusion (DSI) including inclusive child development, implemented in five camps and Risk Education (RE), implemented in nine camps.

Emergency, Armed Violence Reduction (Humanitarian Mine Action) and development sectors coexist in Myanmar, creating a diverse, challenging and dynamic working environment, where coordination is operated mainly through working groups and clusters. Consortia and pool funds are frequent. Intense networking is essential for successful fundraising and efficient implementation.

HI has developed its first regional strategy and it is therefore, on the one hand consolidating current sectors of activities, and on the other exploring the needs and possibility to enter in new operational sectors.

Since the coup, Myanmar is facing daily demonstrations, most government workers and civil society actors have joined the Civil Disobedience Movement (CDM), a curfew has been installed, banking and cash flow operations have been disrupted, insecurity is rising throughout the country and the repression is getting increasingly violent, with night raids to arrest civilians, people increasingly injured or killed during protests, arbitrary arrests and detentions, cybersecurity tightened and daily internet cut-offs, five local media outlets have had their licence revoked. Government scrutiny on health workers has been increased, with military presence in the hospitals and emergency health workers being controlled in the street during emergency operations.

In light of human rights violations and increasing violence, the international community started condemning the coup, with further sanctions imposed on key military officials and some bilateral cooperation suspended. Refraining from engaging with the de facto authorities, most donors are rather focusing on emergency assistance, Rule of Law, Human rights, protection of the democratic space and supporting vulnerable communities.

In March 2021, a rapid rehabilitation needs assessment done by the previous Specialist illustrated the following concerns:

-Lack of accurate data on the number of injuries, but similar context (Gaza) could mean that more than 25% of injuries lead to disability and request rehabilitation care

-Lack of services (general hospitals versus private clinics versus other actors ICRC, TLMM) and few response or technical capacities support available from OPDs with limited mobility due to a situation.

-Absenteeism from rehabilitation care could worsen some impairments. In addition, a backlog of cases that would need extra human resources right now and on the long term

-System strengthening activities (like rATA or national rehab strategy) are put on hold

-Need for a) capacity building (trauma management, rehab, AT delivery) of community volunteers and alternative health facilities; b) tele rehabilitation; c) contingency stock piling of assistive technologies; d) protection of medical workers and beneficiaries; e) strong data collection and case management; f) increase in referral support for urgent medical and MHPSS interventions


In close collaboration with the Technical Unit Manager, Operational teams and under the technical support & validation of the HQ Rehabilitation technical specialist, your mission is to support technical quality implementation of Rehabilitation activities and support the restart of full scope activities (after the specific context of the Covid-19 and political context of Myanmar, which led HI to adapt its modalities of intervention).

Responsibility 1: Rehabilitation Technical Support

-You ensure that all activities implemented in the field are in line with all HI and international rehabilitation quality standards and technical framework (through ensuring adaptations to the field of technical frameworks and support field teams in understanding and applying them)

-You support the quality monitoring frameworks, methodology and tools in link with MEAL teams and operational teams

-You support the teams to produce regular reports on HI activities (newsletters, case studies, activity reports)

Responsibility 2: Program’s strategy support

-You assess evolution of needs, resources and gaps in the rehabilitation sector both in the short and long term

-You contribute to the update of the Program’s strategy under the coordination of the Technical Unit Manager and in close link with both technical and operational teams

-You coordinate with key national actors (MoHS, National Rehabilitation Society, etc..), INGOs and LNGOs in order to assess needs, resources and gaps in the Rehabilitation sectors and to design appropriate strategy to support the development of the sectors to best respond to needs (a number of areas of possible intervention have already been identified and intervention needs to be developed).

-You contribute or lead the development of new project proposals in the Rehabilitation sector upon request

Responsibility 3: Inclusive services support

-You contribute, on an ad-hoc basis to Disability Inclusion Unit work in order to promote inclusive services for all when rehabilitation expertise is needed

Responsibility 4: Representation & Coordination

-You participate actively in coordination meetings (may be participating in Health Cluster, Partners’ Coordination Meeting or any other upon request from manager and in close coordination with the wider teams)

-You communicate and/or support representation towards appropriate rehabilitation resources persons / authorities within MoHS and other key stakeholders.

-You explore opportunities to support Ministry of Health and Sports in deployment of national Rehabilitation Strategic plan in different regions

-You support linkages between National Rehabilitation Plan and Community Based rehabilitation initiatives and stakeholders

-You attend technical & MEAL Unit weekly meeting as required in discussion with TUM as well as other technical-operational meeting in link with TUM and Ops Co.


· You hold a degree in physiotherapy or occupational therapy

· You have at least 2 years of proven experience in providing rehabilitation services

· You have experience in providing training, in capacity building

· You master Child development and prevention of disability in children

· You have strong experience in providing rehabilitation services for people with traumatic injuries, stroke, children with development delays

· You are diplomat and you show professional ability to work within a multicultural team and interact with a great variety of audience (from high level professionals to community-based rehabilitation volunteers)

· You demonstrate ability to cope with the frustration to work remotely and to adapt to work under pressure

· Salary from 2757 € gross/month upon experience

· Perdiem : 530,11 € net/month – paid in the field

· Hardship : 250€ net/month paid with your salary

· Paid leaves : 25 days per year;

· R&R : 5 days every 6 weeks

§ Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field
