Overview of position
- The Disarmament, Demobilization & Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the government of Ethiopia & the Tigray People’s Liberation Front (TPLF) on the 2nd of November 2022 in South Africa.
- For the implementation of DDR in Ethiopia, the National Rehabilitation Commission (NRC) was established with the council of minister regulation number 525 / 2022 & with amended regulation number 541 / 2023 of the federal democratic republic of Ethiopia. The core mission of the commission is the stabilization of the society & recovery of the economy for sustainable peace & enhancing human security through designing, planning & implementing the demobilization & sustainable reintegration of more than 370 thousand former combatants into civilian life across seven regions of Ethiopia.
- Under the supervision of the DDR Advisor, the Reintegration Senior Officer will support the conduct of evidence based, policy oriented, activities & provide overall strategic / substantive support to XCs reintegration.
Role objectives
- Assess socio economic conditions & available job opportunities & services of the conflict area & impact of the war.
- Based on the existing conditions, prepare XCs reintegration policies, procedures & implementation modalities.
- Develop implementation structure & create awareness for partners on the content of the program & implementation procedures.
- Propose support activities, reintegration targets & financial requirement plans.
- Coordinate & communicate with national authorities & implementing partners, including through meetings & correspondence.
- Support the delivery of programmatic activities in the relevant thematic area as outlined in the Annual Work Plan (AWP).
- Guide the reintegration implementation, monitor performances & prepare reports.
- Conduct awareness training for communities of reintegration.
- Closely monitor specific needs groups interests are fully considered during planning & implementation.
- Follow up that XCs are socially & economically reintegrated into the community of their choice.
- Produce project quarterly & final performance reports.
Project reporting
- This role works under the supervision of the DDR Advisor.
Key competencies
- Graduate degree in political science, international relations, economics, law or equivalent is mandatory.
- At least 7 years (with a high school diploma) or 4 years (with a bachelor’s degree) of combined & relevant experience on the required position.
- Excellent communication (oral & written) & interpersonal skills.
- Proficiency in MS Office Suite (Word, Excel etc).
- Ability to work in a team.
- Proven ability to take initiative.
- Ability to work under pressure, set priorities & organize work independently while meeting deadlines & adapting to a constantly developing working environment.
- Ability to work with a high degree of accuracy & attention to detail.
- Willingness to travel to program implementation sites.
- Fluency in English & Amharic is required.

- This role has no team management responsibility.
