The main objective is to recruit a Reporting Officer to contribute of the production, editing and quality control of reports, with specific focus on operational updates and donors related reporting for the UNHCR Chad operation.

Organisational context

Chad has always been a land of asylum. It ranks among the top 10 refugee-hosting countries in the world and is the largest in Africa. Chad today has 1,034,063 displaced persons including 401,511 internally displaced persons, 4,613 asylum seekers, 30,160 returnees to the Lake, 77,690 Chadians returning from the Central African Republic (CAR) and 520,129 Sudanese, Central African and Nigerian refugees. In December 2020, the country passed an asylum law that could offer new opportunities to strengthen the socio-economic integration of refugees within a favorable legal framework.

UNHCR has its main office in Ndjamena and 4 Sub-Offices in Bagasola, Farchana, Iriba and Gore’. Chad hosts 26 refugee camps or sites and hundreds of IDPs settlements in the Lac region.

The position

We are seeking a dynamic and proactive team player, strong analytical, reporting and writing abilities skills with a strong interest in not-for-profit brand and refugee issues, to perform the following:

  • Draft regular daily, weekly and monthly up-date for internal and external audience, particularly focusing on information sharing with external interlocutors and donors.
  • Prepare reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor; Assist in providing visibility for donors’ contributions to UNHCR.
  • contribute to UNHCR’s coordination endeavors across sectors, including through reporting, advocacy, resource mobilization and other support as may be required.
  • Keep abreast with all developments in the Country Operation/Bureau/Division or other entity to prepare appropriate briefings and reports.

Duties and responsibilities

Under the overall guidance of the Assistant Representative Operations or Senior Programme Officer, the Reporting Officer contributes to production, editing and quality control of reports, with specific focus on operational updates and donors related reporting.

The incumbent supports the Chad operation in all internal and external donor related initiatives at the submission and reporting levels.

He/she plays a key role in simplifying and organizing the collection, elaboration, analysis, composition, editing and dissemination of key donor reporting requirements of UNHCR Chad. By systematization and sharing of accurate and timely information, the Reporting Officer promotes the vision, mission, strategic goals and key operational outcomes of UNHCR Chad and ensure donors’ timely and effective qualitative reporting and visibility.

The Reporting Officer establishes close contacts with all UNHCR Sections in the AOR, in Dakar Regional HQs as well as in Brussels and other major donors’ capitals.

He/she focuses on the organization of drafting process and inputs collections, organizing the progressive collection of key information, the development of initial drafts and identifying strategies and approaches to facilitate the provision of inputs from key stakeholders within the operation. The incumbent will work particularly closely with Programme Unit, under the lead of the Senior Programme Officer and the Protection staff as well as UNHCR and technical specialists.

He/she maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyze and disseminate information about activities of UNHCR and its partners. The ideal candidate is able to to elaborate complex project proposals and reporting. **

  • Research/analyse, interpret and, monitor and review information and data from regular and wide variety of sources for internal and external reporting.
  • Prepare and distribute minutes of meetings.
  • Provide technical support, training, and clarification on UNHCR’s reporting policies and deadlines.
  • Where relevant, contribute to UNHCR’s coordination endeavors across sectors, including through reporting, advocacy, resource mobilization and other support as may be required.
  • Keep abreast with all developments in the Country Operation/Bureau/Division or other entity to prepare appropriate briefings and reports.
  • Consolidate and analyse data on programme implementation, achievements, and indicators in all sectors under area of responsibility (AoR) in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports.
  • Participate in annual reporting and planning process.
  • Work closely with Information Management to ensure accurate and attractive data presentation, including maps.
  • Support the monitoring of UNHCR’s partnerships and consolidate information about partners’ activities.
  • Prepare briefing kits and presentations for missions and visitors.
  • Collaborate closely with information counterparts in other UN agencies and NGOs to ensure accurate data presentation, graphics and maps and effective information dissemination on refugee issues.
  • May prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control.
  • Perform other related duties as required.

Essential minimum qualifications and professional experience required

The ideal candidate will have:

6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate Decree.

a. Education

Journalism; Political Science; International relations; Communication; Public Administration; Information Management; Law and or other relevant field.

b. Work Experience

Essential

Conducting, participating in and reporting on meetings, and drafting reports. Programme/project development, planning, implementation, and/or monitoring

Previous proven working experience in dealing with major EU donors (ECHO, EU development funding), UN funds (CERF, PBF etc.), US related submissions, Development Banks, and reporting is an essential requirement.

He/she must be entirely bilingual in French and English.

Previous experience with UNHCR or other UN agencies.

Desirable

Experience in a field mission and at Headquarters / in the UN Common System and country context. Experience undertaking operational and analytical work in the field of international affairs, international security, humanitarian affairs, development or journalism. Donor relations or liaison with media.

Location

The UNOPS ICA holder will be located in N’djamena.

Conditions

The UNOPS ICA assignment is for six months and the start date is 1 December 2021. It is a full-time role with working hours starting from 8.30am to 5pm Monday to Friday (40 hours per week).
