Context :

CRB in West Africa

The Belgian Red Cross has supported programs in West Africa since 1997. Currently, the Belgian Red Cross maintains close partnership relations with four national Red Cross societies in Burkina Faso, Mali, Niger and Senegal. It also occasionally supports other National Companies in the region with ad hoc support. As part of its strategy, it wishes to strengthen its regional approaches and its collaborations with other actors of the Red Cross and Red Crescent Movement.

CRB in Senegal

The Belgian Red Cross ( CRB ) and the Senegalese Red Cross ( CRS ) are formally engaged in a partnership relationship, reaffirming the will of the two National Societies to work together to meet the needs of the most vulnerable populations in Senegal. To this end, the CRB supports the CRS in the formulation of joint programs and projects to be submitted for funding to donors in a spirit of capacity building. It also supports the CRS in the implementation of projects and programs, constantly ensuring that a balance is struck between support for project implementation and complementary institutional support.

The CRB promotes a partnership approach which serves the strategic vision of the partner and its empowerment, which maximizes the decision-making power and responsibilities of the partner, within the limits of the lessor’s constraints.

To this day, CRB is committed to CRS on supporting the implementation of a five-year program to strengthen community resilience in the Fatick and Thies regions. Funded by the DGD, this program is implemented in management delegated by the CRS with the support of the CRB.

In addition to supporting the implementation of these actions, the CRB plays an important role in strengthening the capacities of the CRS in management, monitoring and evaluation, and strengthening performance in financial and accounting management. This support is part of the dynamics of the CR / CR Movement to Support the Organizational Development of the CRS.

In this context, the Belgian Red Cross is recruiting a Country and Regional Representative for West Africa to represent it in Senegal. The Representative is based in Dakar but will make frequent trips within the country and in the sub-region.

Responsibilities :

Under the responsibility of the Geographic Unit ( UG ) West Africa in Brussels;

In close collaboration with the Senegalese Red Cross;

In close collaboration with the ICRC, the IFRC and the National Partner Companies and

In accordance with the fundamental principles and general rules of the Red Cross Movement and with the procedures of the Belgian Red Cross ( CRB ) ;

The Representative is an extension of the CRB in the field. The position proposed by the CRB has two main components: the representation of the CRB in Senegal ( 50%) on the one hand and on the other hand the representation of the CRB with the regional bodies of the partners of the Movement ( IFR, ICRC, Societies Nationale Partners ) and other actors ( elsewhere, humanitarian partners, NGO ) in West Africa ( 50% ).

More specifically, the purposes of the position are as follows :

Country Representation :

  • Accompany the CRS in the management of the project cycle and in its organizational development ;
  • Ensure the link between the CRB and the CRS ;
  • Know and follow the local context and ensure the representation of the CRB in the country.

Regional representation :

  • Develop quality relationships with National Host Societies ( SNH ), National Partner Companies ( SNP ), the IFRC and the ICRC present in the sub-region as well as other actors external to the Movement ;
  • Know and follow the regional context and ensure the representation of the CRB at the regional level ;
  • Promote the partnership strategy and CRB approaches and decline them at the regional level ;
  • Support the coordination of multi-country programs and inform country and GU representation of funding or technical support opportunities at the regional level.

More specifically, as Representative.e Country, you will be brought to,

  • Provide ongoing support / coaching to CRS teams for project programming, identification and formulation; in funding research; in project implementation ; in project monitoring and in internal and external evaluations ;
  • Monitor and animate synergies and collaborations with other actors within the framework of the current program ;
  • Allow partner capacity building through training and / or networking with relevant actors ;
  • Represent the CRB in the field and ensure the strengthening of institutional links between the CRB and the SNH.

As Regional Representative, you will also be brought to,

  • Develop multi-country partnerships and support country representations presenting in the sub-region in the conclusion of a partnership / consortium agreement with SNPs that have no presence in partner countries ;
  • Maintain close links with the IFRC ( Dakar and Niamey ) clusters, follow discussions relating to the region and disseminate information to CRB headquarters and field delegates ;
  • Facilitate the conclusion of agreements and synergies with the ICRC and / or with the IFRC ;
  • Monitor the regional context, in particular the dynamics of conflicts and the security and humanitarian impacts ;
  • Represent the CRB at internal and external meetings of the Movement at regional level ;
  • Participate in the CRB’s strategic reflections and contribute to the variation of the International Department’s strategy at the regional level ;
  • Promote the exchange of experiences between the countries of the sub-region ;
  • Provide support for the formulation and coordination of programs ;
  • Participate in evaluations of multi-country programs.

Profile :

  • Holder of a University-type Higher Studies Diploma in connection with the ( political science, social science, international relations, … ) function
  • Minimum 5 years of experience in coordination and supervision of programs on international funding in the field of humanitarian aid or development
  • Proven experience in the Red Cross Movement
  • Proven experience in relations with Belgian and / or European donors and research / obtaining funding
  • Excellent multicultural and interpersonal qualities, ability to build and maintain networks
  • Very good sense of diplomacy
  • Availability to carry out missions in the sub-region
  • Skills required in participatory approaches and community mobilization and sensitivity to “ protection, gender and inclusion ” approaches
  • Desired experience in one or more subjects related to the construction of community resilience ( wash and community health, risk prevention and management, environmental management, … )
  • Desired experience in supporting a local partner ( organizational development, capacity building )
  • Proven experience in program management
  • Communication skills, analytical mind, mastery of IT tools
  • Very good editorial style and excellent oral and written expression in French and average knowledge of English
  • Expatriation experience in West Africa is a serious asset
