Meeting Targets and Maintaining Epidemic Control (EpiC) project, implemented by FHI 360, funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. EpiC is led by FHI 360 and draws upon local, regional, and international resource partners to provide technical assistance, as well as global resource partners who bring unique capacities.
EpiC Thailand is committed to advancing the health and well-being of the transgender community by creating innovative solutions to increase access to health services. To further this mission, we are seeking to hire a skilled developer to design, develop, and implement a chatbot tailored to meet the specific needs of the transgender community in Thailand.
REQUIRED SERVICES:
The objective of this assignment is to develop an intelligent chatbot that can:
- Provide accurate and timely information related to HIV prevention, treatment, and care.
- Assist users in navigating available health services.
- Offer support and resources specifically tailored for the transgender community.
- Enhance engagement and accessibility through multiple platforms, including web and mobile applications.
TASKS:
The developer will be responsible for the following tasks:
1.Requirement Analysis and Planning:
- Collaborate with EpiC Thailand’s team to understand the specific needs and requirements.
- Develop a detailed project plan, including milestones and timelines.
2. Design and Development:
- Design a user-friendly chatbot interface.
- Develop the chatbot using appropriate technologies and platforms (e.g., AI, NLP).
- Ensure the chatbot can handle multiple languages, with a focus on Thai and English
- Integrate the chatbot with existing platforms (website, social media, mobile apps).
3. Content Integration:
- Work with EpiC Thailand’s content experts to integrate accurate and relevant information.
- Implement a content management system for easy updates and maintenance.
4. Testing and Quality Assurance:
- Conduct comprehensive testing to ensure functionality, usability, and reliability.
- Address any bugs or issues identified during the testing phase.
5. Training and Documentation:
- Provide training to EpiC Thailand’s staff on how to use and manage the chatbot.
- Develop detailed documentation, including user manuals and technical guides.
6. Deployment and Support:
- Deploy the chatbot on the designated platforms.
- Offer ongoing support and maintenance for a specified period post-deployment.
DELIVERABLES:
The developer is expected to deliver the following:
- Fully functional chatbot integrated with EpiC Thailand’s platforms.
- Training sessions for staff.
- Comprehensive documentation.
- Post-deployment support plan.
Evaluation Criteria:
Proposals will be evaluated based on the following criteria:
- Proposed Approach: 40%
- Total cost: 40%
- Relevant experience: 20%

- FHI 360 will not compensate offerors for preparation of their response to this solicitation.
- Issuing this solicitation is not a guarantee that FHI 360 will award a subcontract.
- FHI 360 reserves the right to issue a subcontract based on the initial evaluation of offers without discussion.
- FHI 360 may choose to award a subcontract for part of the activities in the solicitation. FHI 360 may choose to award subcontracts to more than one offeror for specific parts of the activities in the solicitation.
- FHI 360 may request from short‐listed offerors a second or third round of either oral presentation or written response to a more specific and detailed scope of work that is based on a general scope of work in the original solicitation.
- FHI 360 has the right to rescind a solicitation or rescind an award prior to the signing of a subcontract due to any unforeseen changes in the direction of FHI 360’s client, be it funding or programmatic.
- FHI 360 reserves the right to waive any deviations by offerors from the requirements of this solicitation that in FHI 360’s opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition.
- Data produced under this solicitation belongs to FHI 360. Any distribution of data must first have written authorization from FHI 360 or its designated representative.
