EpiC Project – Young KPs Intervention:

Meeting Targets and Maintaining Epidemic Control (EpiC) project, implemented by FHI 360, funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. EpiC is led by FHI 360 and draws upon local, regional, and international resource partners to provide technical assistance, as well as global resource partners who bring unique capacities.

The Young Key Population (KP) initiative by the Meeting Targets and Maintaining Epidemic Control (EpiC) Project managed by FHI 360, is an initiative that aims to increase the uptake of HIV testing and PrEP among young KPs who are men who have sex with men (MSM) and transgender people (TG) aged between 15-24.

Based on focus group discussions conducted by the EpiC Thailand project as well as other regional data, it was found that young KPs are deeply engaged in the digital world, using online platforms for communication, inspiration, academics, shopping, and healthcare. Their behaviors and interests are influenced by new technology and social trends, making online interventions crucial for promoting health-seeking behaviors, particularly HIV service uptake. Engaging influencers, who are trendsetters with significant influence among young KPs, could be the most effective online strategy, as many KPs aspire to stay “on trend” and potentially become influencers themselves. Therefore, the Youth Influencers Networking Bootcamp is expected to potentially fulfill the aim of Young KPs intervention.

Expected Outcomes:

  1. Regional Youth Influencer Campaign:
  2. Regional Youth Influencer Advisory Committee:
  • Increase the visibility and effectiveness of HIV prevention messaging.
  • Create cross-culturally appropriate content adaptable for specific settings.
  • Consolidate advice to EpiC, and partners on engaging LGBTQI+ youth.
  • Empower youth to advocate for positive behavior change in their communities.

Required Services:

Planning and organizing a 3-days bootcamp-style workshop for 20 youth from the following countries in Asia – Cambodia, Laos, Myanmar, Philippines, Thailand, Vietnam, and Indonesia. This workshop is aimed for building intensive skills in social media and campaign development as well as providing opportunities for youth to influence their communities with their impactful campaigns.

Tasks:

The selected vendor will be responsible for the comprehensive planning, organization, and execution of the Youth Influencers Networking Bootcamp, in collaboration with FHI 360. The responsibilities include, but are not limited to:

  1. Planning and Coordination:
    1. Develop a detailed workplan and timeline for the bootcamp.
    2. Coordinate with the EpiC project team and other stakeholders.
    3. Provide support on venue selection and coordination with participants.
  2. Participant Management:
    1. Develop criteria for participant selection in consultation with EpiC.
    2. Manage the application and selection process.
    3. Ensure participants’ proficiency in English for effective communication.
    4. Assist EpiC/FHI 360 on logistic coordination and arrangements for selected participants.
  3. Workshop Design and Delivery:
    1. Design and deliver workshops focused on online campaign management, social media strategies, HIV prevention knowledge, and community engagement.
    2. Engage well-known social media influencers and campaign specialist trainers and speakers.
    3. Work with EpiC project on the consolidated itinerary details of all participants.
  4. Site Visits and Collaborations:
    1. Organize site visits to community sites and/or online media experts in Thailand.
    2. Facilitate collaborations between participants and influencers.
  5. Campaign Development and Pitching:
    1. Guide participants in developing social media-based HIV prevention campaigns.
    2. Organize a pitching session for participants to present their campaigns to a panel of judges or fellow participants.
  6. Evaluation and Reporting:
    1. Develop evaluation metrics to assess the effectiveness of the bootcamp.
    2. Provide a detailed final report summarizing activities, outcomes, and recommendations.

Deliverables:

  1. Pre-workshop: proposal presentation
    • A presentation to EpiC Thailand team in Microsoft PowerPoint or Canva or PDF format including,
      • Workshop design proposal.
      • Workshop agenda including, key speakers/influencers, site visits, workshop evaluation farmwork.
      • Timeline of tasks deliverables.
      • Detail on application componence and selection process.
  2. On-Workshop: workshop materials
    • Consolidated list of shortlisted teams and relevant itineraries to be participating in the bootcamp.
    • Media materials including backdrop, name tag, lanyard, slide desk, welcome goods, etc.
    • Facilitator staff, photographer, and note taker.
  3. Post-workshop: final report presentation
    • A report in Microsoft Word and PDF format summarizing activities, outcomes, and recommendations in English.
    • Workshop photo album.

Evaluation Criteria:

Proposals will be evaluated based on the following criteria:

  • Proposed Approach: 40%
  • Total cost: 40%
  • Relevant experience: 20%

  • FHI 360 will not compensate offerors for preparation of their response to this solicitation.
  • Issuing this solicitation is not a guarantee that FHI 360 will award a subcontract.
  • FHI 360 reserves the right to issue a subcontract based on the initial evaluation of offers without discussion.
  • FHI 360 may choose to award a subcontract for part of the activities in the solicitation. FHI 360 may choose to award subcontracts to more than one offeror for specific parts of the activities in the solicitation.
  • FHI 360 may request from short‐listed offerors a second or third round of either oral presentation or written response to a more specific and detailed scope of work that is based on a general scope of work in the original solicitation.
  • FHI 360 has the right to rescind a solicitation or rescind an award prior to the signing of a subcontract due to any unforeseen changes in the direction of FHI 360’s client, be it funding or programmatic.
  • FHI 360 reserves the right to waive any deviations by offerors from the requirements of this solicitation that in FHI 360’s opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition.
  • Data produced under this solicitation belongs to FHI 360. Any distribution of data must first have written authorization from FHI 360 or its designated representative.

    1. Information of the team members who will be involved in facilitated the workshop.
    2. Their roles and relevant experiences.
  4. Budget:
    1. Detailed budget breakdown including all costs associated with the planning and execution of the bootcamp.
    2. Excluding workshop venue rental cost and travel expenses of participants.
