Request for proposal for the development of a global health interactive mapping tool
Introduction
Global Health Global Access (GHGA) is Cordaid’s global health advocacy programme based in the Netherlands. Its objective is to increase Dutch public and political support for Development Cooperation, and particularly for increased investment in global health for people living in fragile and low and middle-income countries. The global health architecture is complex. It involves many stakeholders and funding streams that are not necessarily clear.
For that reason, Cordaid aims to develop an interactive mapping tool, in both Dutch and English, that would enable to visualise the global health architecture. This interactive tool would be hosted on a web page that tracks relevant developments and trends in global health investments for the Netherlands and maps the main global health actors.
Objective of the mapping tool
The objective of this interactive tool is to increase the awareness of Dutch politicians and policymakers about the role of the Netherlands in global health, including vis à vis global health initiatives. This interactive mapping tool will situate and critically analyse the role of the Netherlands in global health, mapping the various global health initiatives with regards to Dutch priorities and commitments to the SDGs. Such an analysis will be used by advocates to develop key messages for policy education, lobby and advocacy.
Methodology
The assignment is two-fold and includes a content and a visualisation phase. Phase I will focus on content, gathering and processing relevant data and information for the interactive mapping tool. Phase II will entail the development of the visualisation for the final product, both in terms of design and web development. The consultant(s) or agency are expected to carry out both phases of the assignment.
- Content
In this research phase, the consultant(s) or agency are expected to come up with their methodology to gather content, which could include (but not limited to) a combination of document review with expert focus groups. Expert focus groups can consist of among others Cordaid experts and staff members, members of the Dutch Global Health Alliance (global health experts and advocates), Dutch politicians and policy makers, and key stakeholders from global health multilaterals (CEPI, GAVI, Global Fund etc.).
- Visualisation
This second phase will require consultant(s) to develop key interactive visuals (infographics, graphs, maps etc.) and to develop a web page to host the content. By ‘interactive’, we understand that the data and information available on the final web page and visuals should be easily updated and contain filters or options enabling viewers to focus on key information.

- Round of reviews of the final tool with experts and policy advocates
Location
All phases of this assignment can be carried out remotely or in the Netherlands. NB. Candidates must be fluent in both Dutch and English.

Specific deadlines and milestones for each step of phases will be discussed and agreed upon with the selected candidate(s) in an initial kick-off call.
Requirements
- Experience with researching complex topic and synthetising information in approachable language and visuals
- Fluent in Dutch and English
- Knowledge of lobby and advocacy messaging
- Knowledge of global health and the global health architecture is an asset
Timeline
The research process is expected to end by mid-February 2023. The entire content phase is expected to end by March 2023. The visualisation phase (including the final web pages) is expected to end in May 2023. The actual dates and final deadlines will be discussed as part of the contract. The availability of the consultant(s)/agency can be taken into account.

- Any other methods of research proposed (if any)
- Process for developing visuals and web page
- Budget and timeline
- Work plan detailing the time needed to complete the different steps and phases of the assignment
