Purpose of Request for Proposal
The main objectives of the evaluation study will be to:
- Assess the impact of HATUTAN’s intervention against project indicators.
- Identify key school- and household-level factors contributing to HATUTAN’s impact, and map those against project interventions and the project’s Theory of Change.
- Conduct a gender and power analysis, identifying if and how gender norms and power relationships have shifted over time in HATUTAN and how gender norms and power relationships have affected results. Additionally, the study should assess how gender and power may affect results in HATUTAN II, providing recommendations on key actions to maximize results and reduce inequities.
- Assess the efficiency of HATUTAN’s intervention and its cost-effectiveness.
- Establish baseline values for HATUTAN II’s key indicators and inform the setup of benchmarks against which the performance and impact of the project will be measured for accountability and learning purposes.
- Identify key factors contributing to HATUTAN II’s expected outcomes, thus assessing the validity of its Theory of Change.
- Validate assumptions made in project design and conduct an updated context analysis.
- Identify areas for adaptation in HATUTAN II’s activities and modalities of implementation.
- Generate evidence to contribute to the programs’ learning agenda and McGovern-Dole Program’s global Learning Agenda; to the Government of Timor-Leste (GOTL)’s implementation of the national School Feeding Program (SFP); to education sector planning in the country; and to the design and refinement of public interventions on school health and hygiene in Timor-Leste.
2. Proposal requirement
The Consultant will be responsible for collecting data on all indicators listed in the table below;
- The projects’ Performance Monitoring Plans (PMPs) provide detailed descriptions of each indicator.
- The consultant will ensure that rigorous practices are used to collect, tabulate, clean and analyze indicator data, review existing tools; supervising enumerator training; reviewing electronic datasets as those are uploaded into ONA, and reviewing administrative data and documents provided by CARE.
- The study’s evaluation questions are outlined in the table below. The Consultant is expected to assess the technical viability of the evaluation questions and incorporate specific elements in the design and methodology, including in the quantitative and qualitative components, to ensure that the study will provide valid and reliable data to respond to evaluation questions.

4. Evaluation Criteria
The selected firm/consultant(s) shall possess the following qualifications:
- Demonstrated experience and expertise in designing, organizing, and managing the implementation of large-scale quantitative surveys in developing countries;
- Demonstrated experience and expertise in designing, organizing, and conducting qualitative research, data collection, and analysis in developing countries;
- Demonstrated experience and expertise in the statistical analysis of complex survey data and in analyzing data from mixed-method studies, specifically studies using quasi-experimental designs;
- Demonstrated experience evaluating USG projects (USDA, USAID, etc.) is strongly preferred;
- Expertise in education programming
- Expertise in maternal and child health and nutrition;
- Expertise in gender integration;
- Expertise in agriculture;
- Demonstrated ability to deliver high-quality written products (samples required).
