Design and Implementation of Social and Behavioral Change Communications Campaign to Increase Vaccine Acceptance in Three Southern Border Provinces of Thailand

Background

Meeting Targets and Maintaining Epidemic Control (EpiC) project, implemented by FHI 360, funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. EpiC is led by FHI 360 and draws upon local, regional, and international resource partners to provide technical assistance, as well as global resource partners who bring unique capacities. Although originally designed as a HIV program, EpiC has been modified to accept COVID-19 funding to prepare and improve health systems to better respond to COVID-19 and reemergence.

One of the key activities related to COVID-19 by the EpiC project in Thailand is the development of a social and behavioral change communications campaign, aiming to foster a positive perception of COVID-19 vaccines and other relevant vaccines, particularly among the senior population group in the three southern border provinces (Pattani, Yala and Narathiwat). EpiC Thailand/FHI 360 seeks a vendor to develop the communications campaign strategy and implement social and behavioral change communications in those three southern border provinces of Thailand within the four-month timeline.

Purpose and details of works

This service is aimed at a vendor to implement communications campaigns increasing the acceptance of COVID-19 vaccine and other relevant vaccines in the three southern border provinces of Thailand (Pattani, Yala and Narathiwat). The vendor shall develop campaign strategies, collaborate with key influencers who are the popular opinion leaders of the target populations, to create communications materials and promotional content, and disseminate these materials among the target populations. Specifically, the vendor is required to complete the following tasks:

  1. Design and development of the communications campaign strategy. The strategy shall include the following elements:
  • Objectives and Goal: Development of clear, measurable goals for the campaign, such as changing perception towards vaccine uptake among specific populations.
  • Target Audience Analysis: Identification and analysis of the primary and secondary target audiences, including demographics, psychographics, and behaviors.
  • Key Messages: Development of clear, concise, and compelling messages tailored to the target audiences to promote vaccine acceptance.
  • Channels and Tactics: Identification of the most effective communication channels and specific tactics to reach the target audiences.
  • Content Plan: Creation of a content calendar detailing the types of content to be produced, such as videos, infographics, posters, and social media posts.
  • Partnerships and Collaboration: Identification of potential partners and collaborators, such as local health authorities, community leaders, and influencers, to amplify the campaign’s reach and impact.
  1. Implement social and behavioral change communications campaign. Specifically, the campaign shall include the following component:
  • Produce of a short promotional video to raise awareness and debunk misconceptions about vaccine uptake among the senior population in the three southern border provinces of Thailand.
  • Identify and collaborate with local influencers: The vendor shall identify and engage with at least three influencers in the three southern border provinces of Thailand. The vendor shall develop influencer profiles and create an engagement plan with the identified influencers.
  • Once identified, the vendor shall work with these influencers to develop promotional content for vaccine acceptance. The types of content to be produced can include, but are not limited to, videos, radio programs, infographics, posters, quote cards, and social media posts.
  • The materials shall be disseminated to the target audience through online channels such as social media, print media, radio, and/or community outreach, as well as through offline channels where feasible.

3. Monitoring and Evaluation: Develop a plan to monitor the campaign’s progress and to evaluate its effectiveness. The plan shall include performance indicators, including quantitative metrics such as reach and engagement among the target audience, and qualitative assessments such as analyzing audience sentiments towards vaccine acceptance.

Timeline

All of the aforementioned tasks must be finalized and completed by October 31, 2024.

Vender requirement

  1. The vender must be registered as legal entity according to Thai laws and its office must be located in Thailand.
  2. The vendor must possess technical knowledge of health-related communication strategies and demonstrate past experiences in producing communication materials related to public health and vaccination issues.
  3. The vendor must have knowledge and understanding of the media consumption habits of the target population in the three southern border provinces of Thailand.

Evaluation

Evaluation will be based on the past experiences, technical and management ability to complete the service, and price.

  • Disqualify any offer based on offeror failure to follow solicitation instructions.
  • Reserve the right to award based on the initial evaluation of offers without discussion.
  • FHI 360 will not compensate vendors for preparation of their response to this RFQ/RFP.
  • Issuance of this RFQ/RFP is not a guarantee that FHI 360 will award a purchase order.
