Terre des hommes (Tdh) is the leading Swiss organization for children’s aid which was created in 1960. Tdh operates in more than 30 countries to develop and implement projects that improve the daily lives of more than 4 million children and their communities every year with a focus on children and youth on the move, access to justice for children and their health.

Building on the Tdh Global Strategy 2021–2024, and responding to the evolving needs and situations of children and their families, Tdh has developed its new Global Strategy 2025 – 2028 (GS) in 2024, which serves as a framework for its operations worldwide, including Ukraine. To this end, Tdh Ukraine Delegation plans to develop a “Country Guidance” that will inform its country programme in 2025.

At the country level in Ukraine, Terre des hommes has been addressing humanitarian needs from 2014, focusing on critical areas of child rights, and has been conducting interventions around two core programmatic areas, which are, Children and Youth on the Move (CYM) and Access to Justice for children. In Tdh, Child Protection is positioned as the transversal expertise/cross-cutting issue that all programmes should integrate with a focus on Mental Health and Psychosocial Support (MHPSS), case management, systems strengthening, skills development & innovation for youth entrepreneurship by ensuring child participation in the programmes and projects.

Due to the ongoing conflict in the country, the needs and situations of children and families in Ukraine are constantly changing. Children with disabilities, as well as those in alternative care, who are deprived of family environment were also identified as among the most vulnerable among the war-affected children. To ensure that the current and future interventions of Tdh Ukraine are aligned with the needs of children and built upon existing capacities and resources of Ukraine, especially for the most vulnerable, as well as with Tdh GS 2025-2028, a needs assessment is needed to enable Tdh to prioritize key thematic areas of intervention and geographical focus in Ukraine.

The findings in the needs assessment are expected to allow Tdh Ukraine to refine its humanitarian programming for children and youth, further reinforcing its nexus approach in humanitarian, development and peace, which in turn will help to ensure that the interventions of Tdh are addressing the most vulnerable population while strengthening the sustainability of action.

In the needs assessment, Tdh aims to examine the situation of children, youth and their families in selected key Oblasts where Tdh operates or intends to operate, gathering insights from both current and future humanitarian and developmental needs. Additionally, given the ongoing conflict, complex displacement patterns, and other evolving factors in Ukraine, this assessment will explore the needs among vulnerable children and youth, including but not limited to disabilities, victims of violence and in alternative care, as well as the Tdh global agenda on localization.

It is under these circumstances that Tdh calls for the national consultancy to conduct the Needs Assessment for Tdh Ukraine to prepare its Country Programme Guidance 2025.

The present Needs Assessment aims to help Tdh Ukraine delegation identify strategic directions of its interventions, and develop its Country Programme Guidance 2025 aligned with Tdh GS 2025-2028 and the Ukraine national development strategy by;

  • Reviewing relevant national legislation and governance system including budgeting process and fiscal space that directly and indirectly influences the sub-national government at regional, district and Hromada levels relevant to social services for children and their families.
  • Examining the needs and capacities of children, youth and parents/caregivers in Ukraine in the potential areas of programming of Tdh with the overview of the national situation and needs relevant to the thematic areas of Children and Youth on the Move (CYM), Access to Justice (A2J) for children, while ensuring transversal Child Protection as well as Better Care Reform agenda that addresses the needs of children in alternative care or at risk of separation from family are embedded in the programmes. Particularly, nuanced voices of children at the regional level shall be examined through primary and secondary data collection and analysis that help to understand concrete needs of child protection and realistic interventions to address the needs in 2025. The Needs Assessment should also explore any innovation approaches towards skills development and entrepreneurship using ICT (such as, 3D printing, digital craft, etc.) which enable youth towards better livelihood opportunities while enhancing future employability.
  • Analyzing and identifying Tdh’s added value to support the government of Ukraine, including public social service workforce[1] with a focus on social welfare, which help to identify Tdh’s niche in strengthening the national systems of social services particularly on child protection (including case management, mental health and psycho-social support across MHPSS continuum of care/IASC MHPSS pyramid, justice systems relevant to children). The analysis of the MHPSS needs should also examine any linkage with the innovation and skills development as well as vocational training using ICT technologies as an approach to improve their mental wellbeing.
  • Identifying potential bilateral/international aid organizations, state and non-state partners in Ukraine that Tdh can create synergy for its strategic sustainable actions in 2025 and beyond.
  • Recommending approaches and interventions of Tdh in 2025 while the interventions are aligned with Tdh GS 2025-2028 as well as key global SDGs framework,including climate resilience, diversity and inclusion that are also aligned with the Ukraine’s national and regional priorities.

How to apply

The consultant is required to submit a technical and financial proposal in Tdh standard form separately from financial proposal by mail, by hand or via email. Consultants are encouraged to submit the proposal covering all elements stated in the Annex 1. Sample Technical Proposal Forms and Annex 2. Sample Financial Proposal Forms. However, free format proposal is also acceptable provided that all necessary information stated in the sample forms are provided.

Mode of proposal submission:

Technical Proposal and Financial Proposal must be submitted separately.

Technical Proposal: one (1) signed original via mail, by hand or 1 electronically via email.

Financial Proposal: one (1) signed original via mail, by hand or 1 electronically via email.

Instruction to Technical proposal:

  • At submitting the technical proposal, submit one sample analytical report which was previously conducted by the consultant concerning child rights.
  • Submit consultancy fees with daily rate.
  • Please include any direct costs for data collection (travel, per-diem, workshop logistics, payment for enumerators, etc.) and any indirect costs to complete all the deliverables of the consultancy.
  • Please include any administration costs (e.g., translation, data analysis tools, designing, printing).
  • All cost should include respective VAT, if applicable.
  • The currency of proposal must be in Ukraine local currency with indicative corresponding amount in CHF.
  • Proof of professional registration and taxation is also required (e.g. by providing the evaluator(s) tax number).
  • Consultant is encouraged to submit the financial proposal using the Annex 2, while free format is also accepted, provided that the free format included all information specified in the Annex 2.
