BACKGROUND:
The Global Nutrition Cluster Technical Alliance (GNC Technical Alliance or Alliance) is an initiative for the mutual benefit of the nutrition community, and affected populations, to improve the quality of nutrition in emergency preparedness, response, and recovery. The GNC Technical Alliance Partners are made up of the GNC partners and other individuals, organizations, initiatives, and academia at global, regional and national levels that hold nutrition technical expertise across the humanitarian and development spheres. The Alliance’s Technical Support Team (TST) provides on-demand technical support for nutrition in emergencies both remotely and in-country.
The Somalia Nutrition Cluster have requested the support of the TST to provide home based, remote support to strengthen maternal, infant and young child nutrition in emergencies (MIYCN-E) in Somalia.
OBJECTIVE: The main objective of this role is to strengthen the MIYCN-E response of the Somalia Nutrition Cluster ensure there are systems and structures in place to necessitate a harmonized, timely and quality nutrition response at scale.
SERVICE DESCRIPTION:
A detailed ToR is under development. It will likely include the following activities:
- Guide IYCF TWG / IYCF-E Taskforce to develop an MIYCN-E operational guidance as required.
- Develop guidance to strengthen mechanisms and services to ensure that children who cannot be breastfeed receive timely and appropriate support in line with international guidance.
- Provide leadership and guidance on the prevention and appropriate handling of donations of BMS, milk products, bottles and teats, including through advising on preventive actions.
- Guide integration of IYCF-E into current, new, or scaled up nutrition activities (CMAM, micronutrients). Advise on and advocate for integration with other sectors (WASH, Food Security and Livelihoods, Child Protection, Health).
a. Provide multi-sectoral sensitization sessions on IYCF-E and BMS
- Identify / Develop or strengthen monitoring and evaluation systems and tools to be used across the IYCF-E response to ensure quality, consistency and assist comparability and learning.
a. Provide orientation of IYCF-E taskforce on M&E tools.
TIMELINE:
8-10 weeks home based, remote work. Looking to start ASAP (October 2022).
REQUIRED PROFILE
QUALIFICATIONS & EXPERIENCE:
● Master’s degree in Economic, Social Science, Nutrition, Public Health, or related field.
● Significant work experience in maternal, infant and young child feeding in emergencies.
● Knowledge and demonstrated experience on nutrition and public health in emergencies with a specific experience on monitoring and evaluation and capacity assessment.
● Demonstrated experience in designing and conducting surveys of gaps and mapping of initiatives.
● Demonstrated experience in capacity building, including conducting learning needs assessment, capacity assessment and capacity building strategies.
● Ability to analyze diverse information and develop recommendations for an appropriate response to emergencies.
● Demonstrated understanding and commitment to humanitarian principles.
● Experience in the development of innovative training tools (will be considered an asset).
● Flexibility in WoW: the nature of the consultancy work might shift based on emerging needs.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES:
● Strong skills in coordination and the ability to work effectively with a range of stakeholders, including nutrition clusters, partners and the Ministry of Health.
● Highly developed writing skills – both at a programmatic level (assessment reports, proposals) and a policy level (policy papers, guidance notes).
● Strong communications skills (both written and verbal) at a level appropriate for high- level external representation presentations).
● Working knowledge of Somali and/or Arabic desirable.
Candidates with previous work experience in the country, or familiarity with the context, will be given a preference.
DUTY STATION/LOCATION:
The consultant will be home based for the entire duration of the contract and will be expected to be available at Somalia hours
SUPERVISORS:
The consultant will be supervised by both the TST Coordination Unit (based at AAH Canada) and the in-country requester (UNICEF).
CONTRACT MODALITY:
Fixed term deliverable-based contract.
