REQUEST FOR SERVICES FOR HAVING PUBLIC-PRIVATE PARTNERSHIP EXPERT

Background:
Oxfam in Jordan in partnership with AL-Qantara, is implementing the AICS (Italian Agency for
Development Cooperation) funded project “Market for All: Paths of Resilience to a Market of inclusive work in Ma’an Governorate aiming to support people’s access to income opportunities and to promote inclusive, dignified and environmentally sustainable socio-economic recovery for vulnerable Jordanians and Syrians.
Market4all will apply an innovate market and public-private-partnership (PPP) approach aimed at fostering more efficient and inclusive local economic systems that promote decent employment for youth and a more sustainable ecosystem for enterprises to operate.
This initiative, funded by AICS and implemented by Oxfam in partnership with Al Qantara Center for Human Resources Development, seeks to Create an enabling environment for Ma’an to implement the new law on public-private partnerships.
Oxfam is now seeking a consultant who is expected to deliver:
- Development of the PPP toolkit
- Raising awareness of Ma’an’s public institutions
- Private sector outreach in Ma’an
- Organize local round tables with the public and private sectors
- Promotion and implementation of inclusive projects based on public-private partnership in support of the Municipality of Ma’an
Objectives:
- Develop a toolkit for municipalities to better understand and implement PPPs.
- Design and Facilitate awareness sessions and round tables to engage both public and private sector representatives.
- Assist municipalities in the implementation of two collaborative projects with the private sector.
Methodology:
The Consultant is expected to share a detailed proposal outlining their approach to the project but within that proposal we expect the Consultant to:
- Create an engaging agenda for the Seminars and the Round Table discussions that simplify complex PPP concepts, using clear language and practical examples.
- Interactive Delivery is expected in conducting the sessions to facilitate discussions and activities that encourage participant engagement. Using real case studies (preferably from Jordan) to illustrate PPP (ex. Icebreaker Activities, Interactive Presentations, Case Studies and Scenarios, Resource Sharing, Feedback and Reflection).
- We expect consultants to be prepared to adjust the session based on participant responses and understanding, ensuring clarity and retention of information.
- For reporting and documentation, the Consultant is expected to compile a final report summarizing Full Information on the Implementation, feedback, and outcomes of the Sessions. This should include insights on areas needing further attention or follow-up. Scope of Services
in the aim of Creating an enabling environment for Ma’an to implement the new law on public-private partnership,in addition to the great potential of PPPs to promote sustainable and inclusive development in the long term ,consultant expected to implement the following : Raising awareness of Ma’an’s public institutions
addressed to municipalities in the target areas (Maan center ,Husayneh,Jafer,Wadi Musa)in Maan Governorate, through the organization of 2 seminars in Ma’an involving 20 representatives of local public institutions in each siminar Development of the PPP toolkit
contain practical guidance on how to start and conclude the process of creating and registering a PPP according to the rules of the new law Private sector outreach in Ma’an
organization of 2 seminars Addressed to about 30 representatives of the local private sector (including sectoral leaders, companies in key economic sectors, the Chamber of Commerce, social enterprises
Organisation of local round tables with the public and private sectors
- Round table n.1: for the identification of common areas around which it is possible to build a relationship of trust between the two sectors.
- Round Table 2: to develop joint recommendations for an effective and inclusive promotion of PPPs in the Governorate;
- Roundtable 3: To facilitate the identification of specific projects that can benefit from PPP. Technical support to Ma’an Municipality for the development and conceptualization of PPP projects
support the municipality and enable it to be in line with the necessary conditions for the development of PPPs within the framework of the local development plan.

All developed content and delivery of sessions/Toolkit will be in English and Arabic with the exception of the Final Evaluation Report which should be in English.

Qualifications
- Proven experience in economic development, particularly in PPP formation and management.
- Strong understanding of public sector regulations and private sector dynamics.
- Experience in conducting training and awareness raising sessions for public and private sector actors
- Experience in working with the public sector such as municipalities ✓ Excellent facilitation and communication skills.
- Ability to engage and collaborate with diverse stakeholders.
- The consultant(s) shall have experience in stakeholder engagement, data collection, analysis, and reporting.
- The consultant(s) shall Demonstrated ability to work in a multi-cultural environment.
- The consultant(s) shall Have excellent proven written, spoken English and communication skills.
