Background:
The Access Center for Human Rights (ACHR) is a non-profit, non-governmental human rights organization, founded and led by refugees forcibly displaced from Syria due to their pro-democracy activism. ACHR is staffed by refugees and members of the host community in the countries where it operates, including lawyers, journalists, and human rights defenders. ACHR is committed to upholding the rule of law and ending impunity. It is a non-religious, non-sectarian organization that does not align itself with any political parties in Lebanon.
Our mission is to document human rights violations against refugees, advocate for justice, and ensure the protection of their fundamental rights. ACHR engages in international advocacy to support the voluntary, dignified, and safe return of refugees to their countries of origin.
ACHR focuses on four key thematic areas:
- Documentation of human rights violations against Syrian refugees.
- Research to identify the root causes of these violations.
- Advocacy to raise awareness and influence policy changes that protect refugee rights.
- Accountability through legal mechanisms and public pressure to hold perpetrators accountable.

- Location: Remote (Office attendance may be required later.)
About The Position:
The Research Program Officer will have full responsibility for ACHR’s Research Program and all its activities; planning and executing the production of comprehensive research, reports, and various written content based mainly on information gathered by the Field Program. The produced content shall include reports, policy papers, position papers, and joint statements.
Under the supervision of the Programs Director, the Research Program Officer will be carrying out duties in accordance with ACHR mandate and coordinating with the field team and other teams as required.
Job Responsibilities and Activities:
include, but are not limited to, the following:
- Developing the annual plan for the Research Program.
- Managing Research Program staff, providing guidance and support.
- Conducting in-depth research and producing detailed reports on various issues related to refugees and human rights.
- Identifying trends, challenges, and emerging issues in the field of refugee human rights.
- Staying informed about relevant international and domestic laws and treaties pertaining to refugees and human rights.
- Producing periodic reports on ACHR’s activities and impact.
- Producing Position Papers.
- Producing Policy Papers.
- Contributing to the production of Joint Statements with partner institutions and other CSO’s
- Drafting press releases and statements.
- Providing legal expertise and guidance on human rights issues to ACHR and its partners.
- Ensuring all research activities adhere to ethical and legal standards of ACHR.
- Maintaining the highest level of confidentiality and sensitivity regarding the information collected and the people involved.
- Assisting in executing planned conferences, meetings and symposiums.
Required Skills & Qualifications
- Minimum of 5 years of experience in research and coordination within human rights, refugee protection, or humanitarian sectors.
- Strong knowledge of human rights frameworks, refugee protection laws, and advocacy strategies.
- Excellent leadership, mentorship, and team management skills.
- Strong analytical, problem-solving, and risk assessment capabilities.
- Outstanding communication and negotiation skills with donors, partners, and stakeholders.
- Fluency in English and Arabic.
- Experience working in high-risk environments and handling sensitive human rights documentation is a plus.
