Resident Country Director: Honduras

The National Democratic Institute for International Affairs (NDI) seeks a Resident Director with strong democratic development experience, as well as excellent program and staff management skills to oversee the implementation of NDI’s programs in Honduras, including overall office management and financial and human resource issues. Currently, NDI is conducting programs to promote an enabling environment for inclusive participation by marginalized communities; provide elected officials with tools for more effective governance; support locally-led electoral reform efforts; and increase civic awareness of and engagement in open parliament and transparency processes.

The Resident Director will supervise the Honduras office staff and be responsible for NDI’s in-country operations, including overseeing and attending, when appropriate, program activities conducted outside the capital. The Resident Director will be based in Tegucigalpa with frequent travel throughout the country. Additionally, the Resident Director is charged with conducting regular political analysis, supervising overall security management and operations, managing multiple program budgets, and maintaining relationships with Honduran and international partners and organizations including the Honduran government, electoral bodies, members of Congress, political parties, non-governmental entities and donor agencies. The Resident Director will work in close coordination with Tegucigalpa and Washington, D.C.-based staff to manage the programmatic, administrative, financial, and logistical aspects of NDI’s operations. The Resident Director reports to the DC-based Regional Director for Latin America and the Caribbean.

This position is available starting in March 2022. A commitment of at least one year is expected for this position.

Responsibilities:

  • Oversee the implementation of NDI’s programs in Honduras
  • Manage Honduran and international employees in the Tegucigalpa office, including hiring, performance reviews and staff development, and adherence to human resource policies
  • Establish and maintain working relationships with Honduran government officials, political parties, election authorities, election monitoring and anti-corruption groups, women’s groups, civil society organizations and other program partners
  • Report on political developments in Honduras that may affect program outcomes to the Washington, DC-based staff on a regular basis
  • Design and conduct training workshops and one-on-one consultations for legislators, political party members and civil society groups
  • Implement NDI’s programs in collaboration with in-country staff and pro-bono trainers or short-term consultants
  • Manage the development, review and timely submission of program-related materials, including regular reports that measure and evaluate program progress
  • Work closely with NDI Washington’s Security and Operations and Risk Management personnel to assess and coordinate appropriate security and risk management measures for the Institute’s program operations across Honduras
  • Oversee the proper accounting, management, and planning of multiple program budget funds in-country, in coordination with NDI’s Finance and Administration team, including the submission of a monthly financial reconciliation to the Washington DC office
  • Work with Honduran and international organizations on the implementation of complementary programming, and participate in donor coordination meetings
  • Ensure programmatic goals are achieved and adhere to operational and reporting requirements, including written reports to Washington DC that monitor and measure program results and political developments in Honduras
  • Adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders, and in consultation with donors
  • Coordinate with NDI/Washington timetables and staff assignments for developing proposals, budgets, work plans, and reports and ensure documents reflect NDI priorities, strategy, needs and objectives
  • Represent NDI and its program at public events and functions
  • Serve as principal liaison between NDI and program donors, Honduran government officials, legislators and staff, political party leaders, local nongovernmental organizations, and the media
  • Assist in identifying and securing additional funding for NDI programs
  • Build the capacity of NDI staff to play a substantive role in program development and implementation**Qualifications:**
  • Undergraduate degree, preferably in international development, political science, or management
  • Minimum of 12 years of relevant work experience in political and electoral processes, democracy and governance programming, transparency programming and/or civil society development
  • Substantive senior-level professional political experience
  • Ability to live and work in a challenging political and economic environment; prior experience living and working in conflict or post-conflict settings strongly preferred
  • Senior-level program management experience, including proposal and work plan development, strategic planning, office operations and the management of fiscal and human resources
  • Demonstrated ability to work effectively with senior political and civil society leaders as well as members of the donor and diplomatic community
  • Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy-makers
  • Proven capacity to meet program goals while managing financial, administrative, and security responsibilities
  • Prior management and implementation of large international development programs funded by the United States Agency for International Development (USAID), Department of State Bureau of Human Rights, Democracy and Labor (DRL) and other donor governments
  • Knowledge of program evaluation techniques
  • Sound political and negotiation skills, and extensive experience in working on complex programs and political issues
  • Experience in local and international fundraising efforts
  • Superior oral and written communication skills in Spanish (fluency required); fluency in English preferred
  • Experience living and working in a country other than home of record
  • Exceptional analytical skills for interpreting complex program and political issues
  • Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders
  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired, and experience with Excel a plus**Comments:**
