Resident Finance and Grants Manager At International Republican Institute

Based in Khartoum Sudan, the Resident Finance and Grants Manager oversees implementation of IRI’s accounting functions and day-to-day operations, ensures compliance with accounting principles and provides timely and accurate financial reporting to all internal and external stakeholders. He/she supports the administration, coordination, preparation, review, and management of subawards, ensuring compliance with IRI procedures and local laws. The Resident Finance and Grants Manager works closely with the Resident Program Director (RPD) and in coordination with the Resident Program Manager and Officers, the Program, Procurement and Accounting teams in Washington DC, as well as the field staff. Additional grant and finance management tasks may be assigned as required.

Position Requirements:

  • Bachelor’s degree in accounting, finance or business administration. Master’s degree preferred. Equivalent professional experience may be substituted for educational experience.
  • 5-7 years of professional experience, prior U.S. Government-funded projects and grants experience.
  • Demonstrated experience working on democracy and governance projects preferred.
  • Strong attention to detail.
  • Able to meet deadlines.
  • Capable of working under pressure and able to prioritize.
  • Good communicator in English, both verbally and in writing. Arabic language skills is an added advantage.

Primary Functions & Responsibilities:

  • Supports the Resident Program Director (RPD) on issues related to accounting, office administration, and grant making processes.
  • Responds to all finance and accounting requests from RPD, IRI Regional Accountant, and IRI accountant in Washington, DC.
  • Assists with reviewing and recording field office expenses in JAMIS Prime and ensuring that advance payments are reconciled;
  • Independently or together with other finance staff manages field office payments, vendor and partner inquiries and invoice processing;
  • Contributes to compiling monthly rolling budgets for the field office, and monitors daily expenditures, reconciliations and bank transactions. Prepares monthly information on expenses for the programmatic area. Keeps financial trackers up to date, as required.
  • Reviews, and assisting with preparing, processing and recording payroll for local employees;
  • Handles field office procurement processes in compliance with IRI’s and funder’s requirements;
  • Fulfills IRI’s and funder’s reporting requirements in an accurate and timely manner;
  • Assists other staff in maintaining local financial records of the program, office files, as well as office inventory according to the IRI policies;
  • Ensures that field office staff as well as partners have a strong understanding of IRI’s accounting policies and procedures and provides training as needed. Provides support to partner finance staff in cash management, accounting recording and financial reports as well as mentors program staff in budget management.
  • Ensures that IRI policies and procedures are followed and conducts effective management of all financial documents ensuring accuracy, timeliness, attention to detail and systems process.
  • Ensures proper grants management, budgets and spending, accurate accounting and reporting procedures including JAMIS reconciliation reviews and updates.
  • Ensures effective and efficient processes in the field for collection of required documentation for contracts and subgrants.
  • Collaborates with field and Washington, DC-based staff to oversee the subgrant making and budget formulation process for sub awardees, to verify that projects presented by sub-awardee partners respond to the general program objectives and other funder and institutional requirements.
  • Serves as liaison with subgrant partners in the field and the Washington, DC Procurement Team.
  • Directs the documentation process in the field, required to sign and close the subgrant/contract agreements, including in depth reviews of subaward proposals to draft risk assessments of subawards.
  • Supports partners to effectively develop budget projections, monitor expenditures, and ensure compliance and analyzing field financial reports, tracking expenditures and variances.
  • Monitors that sub awardees and contractors comply with procurement policies and procedures.
  • Reviews the financial report/milestones from sub awardees in preparation for submission to Washington, DC Procurement team.
  • Prepares monthly financial reports for the subgrants.
  • Responsible for organizing and maintaining subaward and contractor files in the field as required.
  • Responsible for interacting with field program staff and partners and explaining the different grants and/or procurement mechanisms available to them.
  • Provide continuous training and mentorship to sub awardees and contractors on terms of agreement and reporting requirements.
