Job Description:
1. Background/Context
ActionAid’s Current strategy for Afghanistan Strategy for its Afghanistan programme works along the Axis of Humanitarian interventions and DRR, Food Security and Women’s and Children’s Rights. Under the current strategy, food and livelihood security falls under Strategic Priority 2. Resilient Livelihood Manager will lead the Strategic Objective 2.
Role Summary:
ActionAid is looking for senior manager for to lead Strategic Priority 2 of country strategy The position is open for both Nationals and International candidates that meet the below skills and expertise.
The Resilient Livelihood Manager will be responsible for ensuring integration of multiple technical competencies (Livelihoods and Food Security, Resilience building, Market linkage and reconciliation) and advocacy to achieve higher-level outcomes on durable food security and resilience solutions of the programme Participants. The role facilitates meaningful technical collaboration across sectors and clusters, carry out joint barrier/need assessments on different technical areas, joint holistic response planning, joint targeting and joint implementation by technical staff. The role is responsible for project management (ensuring the projects under Strategic priority 2 are implemented in line with ActionAid’ Project Cycle Management (PCM) framework). S/he will be budget holder of specific projects under Strategic Priority 2.
Responsibilities and Tasks
The Manager will coordinate the involvement of multiple teams towards the quality programming to achieve the common objective, which includes the following responsibilities:
- Coordinate with the various project teams and partners to ensure timely and effective project registration with relevant line ministry and roll out as per the various project MoU and donor requirements
- In liaison with the national level technical team, provide planning guidelines and offer technical leadership in the development of the various projects’ annual implementation plans and budgets
- Ensure that business processes, standards and guidelines related to Livelihood & resilience initiatives are effectively applied by field programs
- In close collaboration with the Human Resource Department, support staff recruitment, retention, mentorship, coaching and appraisal under the Unit
- Working closely with the MEAL Unit, generate Quality & Accurate quarterly, semi-annual and annual reports informed by Monthly Management Reports and in line with AAA standards
- Compliance and adherence to ActionAid policies, guidance and procedures
- Supervision of programme staff dedicated to implementing the project.
- Responsible for effective management and implementation of the project in areas of operation.
- Management and overall coordination for the associated grant, including project implementation (activities, budget, documentation) in line with proposals, strategies and donor requirements.
- Responsible for coherent implementation to recipients of the project‘s assistance.
- Contribute to fundraising for future evolutions of the project(s) and revise funding proposal, budgets and donor reports, based on technical standards and donor priorities.
- Develop and manage project budget in cooperation with the other programme and Finance departments.
- Ensure capacity building of project staff and transfer key skills.
- Provide regular progress reports to the Regional Managers, and HoP, promoting and sharing ideas for improvement and recommending necessary changes in activities.
- Liaison and collaborate with relevant local and national authorities and stakeholders.
- Ensure compliance with contractual donor commitments and that key learnings of the project on integration are extracted and incorporated into program strategy and staff development.
- Establish mechanisms and processes which facilitate integrated ways of working amongst individuals and teams related to the project.
- Ensure appropriate and predictable context understanding and its incorporation across the project.
- Support cross-cutting interventions including Safe & Inclusive Programming (SIP), gender, community-based approach and cash and market programming.
- Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
Job Requirements:
Education & Training:
- Bachelor’s degree in Agricultural Economics, Agriculture, Business Administration, Project Management or other relevant fields.
Experience (Number of Years and field of expertise):
- Minimum 8 years’ experience in community development work implementing Livelihoods & Resilience programs. At least 3 years should be at managerial level.
- Experience in a senior level project implementation position in a humanitarian/development/recovery context will be a plus.
Technical Skills (Examples: languages, planning, budgeting, word processing, advance written and verbal communication, presentation etc.)
- Significant experience in any one area viz. Emergency Response, Livelihood or Resilience
- Experience with integrated programming and/or coordinating multiple sectors/teams
- Experienced working in complex and volatile contexts
- Report writing skills – including analysis, summarizing and copy-editing
- Documented results related to the position’s responsibilities
- Excellent oral and written communications, team player, and proficient in English
- Experience in managing province projects.
- Experience in dealing with Donors and Foundations will be an added advantage.
- Skills to facilitate consistency and alignment across interventions contributing to improvements across the whole response at strategic and operational levels.
