Context:
Under the overall supervision of the Head of Resources Management (Head of RM), direct functional supervision of the Head of Finance in Juba and the administrative supervision of the Head of Sub-Office in Malakal. The successful candidate will be responsible and accountable for the administration and resource management functions of IOM Malakal sub-office.
Core Functions / Responsibilities:
- Assist in monitoring and overseeing the day-to-day administrative, accounting, budgeting, treasury, personnel, procurement, logistics and other administrative activities in Malakal including the oversight of financial expenditure and accountability; undertake financial analysis of projects in the respective South Sudan Offices.
- Forecast cash flows according to activities in Malakal and ensure daily control of funds disbursed; ensure funding is received in accordance with donor agreements.
- Assist the Head of RM in preparing the annual budget for South Sudan, in coordination with the relevant Project Coordinators. Monitor the budget control process and analyze variances between budget(s) and actual expenditures of Malakal on a monthly basis and assist in the preparation of budgets for new projects.
- Apply administrative and human resources policies, rules and regulations and make recommendations for resolving difficult or sensitive cases.
- Assist in the drafting of guidelines and procedures to complement or to adapt the general instructions of IOM taking into consideration the volume of activity, staffing and the constraints and specific needs of Malakal sub-office, namely in the areas of general administration, finance, human resources, procurement and logistics.
- Propose improvements in work methods and procedures, and train national staff in the relevant areas of accounting, finance, procurement and logistics. Identify bottlenecks and recommend action to resolve problems or correct errors and bring to the attention of the Head of RM any unusual trends.
- Ensure compliance with general instructions of IOM and relevant permanent instructions for the mission.
- Maintain appropriate internal controls to safeguard Organization’s assets, control cash and prevent fraud.
- Undertake quality control checks on the requests for payment, purchase requests and other requests that will result in financial obligation as well as conduct regular surprise cash counts in Malakal sub-office.
- Support and offer guidance to other units (programmes) on matters related to IOM administrative issues, local institutions and human resource with a view to increasing their effectiveness.
- Work closely with other internal functional units of the Mission and other institutional counterparts/stakeholders as required in the performance of the accounting function.
- Support the Head of Sub-Office (HoSO) in Malakal sub office to enable compliance with IOM’s policies and procedures and any donor specific requirements.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Commerce, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
• Experience in financial management, accounting and budgeting;
• Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
• High level of computer literacy, in particular, experience in computerised accounting systems and software.
Skills
• Knowledge of human resources management an advantage;
• Ability to prepare clear and concise reports, supervise staff and coordinate with administrative activities;
• Knowledge of MS Office specifically EXCEL and IOM accounting systems, software and procedures a distinct advantage;
• Very good communication skills;
• Very good analytical, planning and organizational skills;
• Ability to work under pressure in a complex and fast-changing environment.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic and/or one of regional languages is an advantage.
