Context:
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the
Senior Resources Management Officer (SRMO) and in close coordination with relevant Units at Headquarters (HQ) and the Regional Office in Bangkok, Thailand. The Resources Management Officer (Grants and Compliance) will be responsible and accountable for supervising and monitoring the budgetary activities of the Country Office and ensuring compliance with IOM’s Rules and Regulations as well as with any donor-specific requirements.
Core Functions / Responsibilities:
- Provide first-line support, guidance and training in IOM Afghanistan, focusing on implementing Partners (IPs) in line with IN/284, with respect to IOM’s policies, processes and procedures relating to organizational support functions including but not limited to finance and compliance, human resources, procurement and logistics.
- In line with the IOM policy on Fraud Awareness and Prevention Guidelines (IN/70), implement anti-fraud measures to safe guard the organization from processes and procedures that may lead to corrupt practices. Ensure close coordination with relevant units in the mission, Regional Office and Headquarters for development of systems and tools to be implemented and check that these systems and tools are aligned to IOM policies, rules and regulations.
- In close coordination with Legal Unit, Office of the Inspector General and relevant units, trackand follow up on decision-making on cases of fraud and corruption committed by Implementing Partners and appropriate penalties to be applied.
- Assist the RMO and Project Managers in developing the reports after verification of Subrecipients and Implementing partners Financial reports to ensure progress implementation of Narrative reports is verified.
- Recommend interventions for capacity gaps arising from sub – recipients and implementing partners monitoring and reporting.
- Provide technical guidance to IOM Afghanistan implementing partners on IOM budgetary management and financial compliance rules, as well as those of the relevant project donor.
- In close collaboration with SRMO, Project Managers and the Monitoring and Evaluation Officer, assist in the development of an effective monitoring system and tools for all sub-recipients and Implementing partners.
- Maintain a database of all grants documents, including copies of applications, contracts, and pertinent correspondence and ensure that copies are given to appropriate staff, Sub recipients and Implementing Partners.
- Maintain and manage grant calendars for all sub-recipients and implementing partners for reporting timeframes and transfer schedules and provide timely reminders for Sub recipients and Implementing partners regarding due dates for reporting.
- Recommend mechanisms to prevent fraud and corruption among IPs. Follow up on audit reports as impacting Compliance Unit, including on the implementation of audit recommendations. Report IP concerns and issues related to non-compliance of IOM policies, rules and regulations immediately to the direct supervisor.
- Guide the Project Managers throughout the project cycle to ensure compliance with IOM’s policies and procedures and any donor-specific requirements and assist the SRMO to facilitate internal and external project audits.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Accounting, Finance, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
- Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
- Experience in finance, accounting and administration in the humanitarian assistance and complex setting; or emergency programmes;
- Practical experience in IOM or an intergovernmental field-based organization and administrative and financial management, budget monitoring and internal control procedures;
- Experience in preparing clear and concise reports, supervising staff and coordinating administrative activities;
- Adapts financial, administrative and human resources practices to the requirements of IOM to facilitate the achievement of strategic objectives;
- Experience working with the implementing partners (IP);
- Experience in IP’s capacity assessment, Budgets and Fraud mechanism control;
- High level of computer literacy, in particular, experience in computerized accounting systems and software;
- Capacity to introduce adjustments to improve procedures and processes; and,
- Previous experience in the region an advantage.
Skills
- Knowledge of UN and bilateral donor programming;
- Knowledge of financial rules and regulations;
- Knowledge of International Public Sector Accounting Standards (IPSAS);
- Knowledge of ERP systems is highly desirable; and,
- Advanced knowledge of Microsoft Office, especially Excel.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of English is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
