Presentation of TGH

“Actor of sustainable and shared solidarity”

Founded in 1994, TGH, a French international solidarity association based in Lyon, develops and implements emergency, rehabilitation and development programs in the areas of water, hygiene and sanitation, food security and rural development, socio-educational and psychosocial. TGH currently works in 10 countries in Africa, Europe and Asia.

Context

Considered one of the poorest countries in the world (ranked 188th out of 191 countries according to the UNDP Human Development Index), the Central African Republic (CAR) is experiencing a chronic humanitarian crisis. In 2024, 2.8 million people in need of humanitarian aid were identified in the CAR, or 46% of the Central African population. More than eight out of ten people are vulnerable to poverty, including 68.8% in chronic poverty and 10.1% of non-poor people vulnerable to poverty. The priority sectors are WASH, protection, health and food security.

While the capital Bangui is secure, the country remains in a state of instability, with the presence of armed forces that reduce humanitarian access, particularly in the TGH intervention areas (Vakaga). In addition, since April 2023, the north of the country has been suffering from population movements linked to the Sudanese crisis. Clashes between members of the Sudanese army and paramilitary militias (RSF) are causing an influx of refugees day after day in the Sudan / CAR border area. The Vakaga prefecture is now hosting more than 14,000 refugees, destabilizing Food Security, increasing epidemiological risks in the area, and accentuating the economic fragility of a region already in a state of great vulnerability.

Mission presentation

TGH began its work in the CAR in 2007 to support refugees from Darfur, in the Vakaga prefecture. In this region of northeastern CAR, TGH implements multi-sectoral development and emergency projects (Am-Dafock camp in Birao) to meet the needs of displaced, returned and/or refugee populations, in the WASH, protection, education and food security sectors.

In Bangui, TGH has been working since 2014 on behalf of street children and incarcerated minors, by setting up mobile antennas and permanent offices to provide the most vulnerable children with access to basic socio-educational and medical services; and participates in the process of family reunification and foster care, alongside the supervising Ministry. TGH is also implementing a training and professional integration project in Bangui and in the prefecture of Mambere-Kadei.

The current team is made up of 17 expatriate staff and around 130 national staff, divided between coordination and the operational base (Bangui, Birao).

Later

The Logistics Manager provides logistical support for the activities implemented in the Vakaga region, ensures the proper functioning of the base and is responsible for ensuring compliance with logistics rules and procedures.

The Logistics Manager works under the hierarchical responsibility of the Field Coordinator (CT) of Birao and under the technical responsibility of the Logistics Coordinator based in Bangui.

He/she supervises the Birao national logistics team composed of:

  • 1 logistics assistant
  • 1 GPV and thermal park manager
  • 1 general services manager
  • 1 storekeeper
  • 1 head guard
  • 5 goalkeepers

He/she assumes the following responsibilities:

TEAM MANAGEMENT

  • Recruit, train and supervise logistics staff
  • Respect the framework defined for the management of national personnel
  • Set smart goals and conduct periodic evaluations of each team member
  • Strengthen the capacities of each team member according to the assessed needs, with the support of the Logistics Coordinator and the Field Coordinator (CT)
  • Provide feedback to the Logistics Coordinator and the CT on the issues and problems raised by his team
  • Organize logistics meetings with the entire department

SUPPLY

  • Process purchasing requests for programmatic activities of the Birao base, from request to receipt of merchandise
  • Develop and process purchase requests relating to support needs, from request to receipt of goods
  • Ensure that purchasing files are complete in accordance with TGH and lessor purchasing procedures
  • Check the conformity of the parts in the purchasing files to ensure proper archiving within the database
  • Ensure that archives are sent regularly to the capital, in conjunction with the compliance department in Bangui
  • Coordinate the management of purchases/supplies (deadline, transport, etc.), with the Bangui logistics team
  • Based on the BOQs produced by the program teams, develop and monitor the Procurement Plans, in conjunction with the project managers, and with the support of the Logistics Coordinator
  • Ensure compliance with purchasing procedures in force at TGH
  • Ensure the adequacy of purchasing procedures with the purchasing plan
  • Complete and update the Purchase Follow Up
  • Draft contracts with the assistance of the administration, technical support from the program teams; for validation by the administrative coordinator, logistics coordinator and logistics referent
  • Ensure monitoring of contracts relating to the Birao base
  • Ensure economic monitoring and market research in Vakaga, with the support of the MEAL department
  • Ensure good relations with Vakaga suppliers and service providers
  • Train/raise awareness among program teams on the development of purchasing plans during project start-ups

STOCK

  • Ensure the correct application of inventory management procedures
  • Carry out periodic stock inventories, in accordance with TGH procedures
  • Ensure that materials are stored in good conditions, safely and according to technical specifications
  • Supervise inventory monitoring and monitoring of equipment/tool ​​loans
  • Communicate the management framework to enable program teams to anticipate their stock requests
  • In conjunction with the storekeeper, monitor stock levels, analyze data and organize renewal accordingly.
  • Ensure the storage and optimization of storage spaces

EQUIPMENT

  • Supervise the updating and regularly check the inventory of durable equipment and fixed assets
  • Ensure the correct coding of durable equipment and fixed assets, in accordance with TGH procedures
  • Monitor and verify the maintenance and upkeep of the equipment fleet (vehicles, generator, computer and communications equipment, etc.)
  • Ensure that the means of communication necessary for the smooth running of activities are available

VEHICLE FLEET MANAGEMENT

  • In connection with logistics coordination, monitor the proper compliance of administrative documents relating to vehicles: technical inspections, insurance, etc.
  • Organize and supervise maintenance, servicing and repairs related to the fleet of motorized vehicles (motorcycles, cars and generators)
  • Ensure the proper use of log-books by TGH drivers
  • Monitor fuel consumption of the motorized vehicle fleet

FIELD TRAVEL MANAGEMENT

  • Based on the terms of reference and movement planning validated by the CT and the Country Director, organize, coordinate and implement field trips
  • Draft administrative documents relating to the trip: mission order, route map, etc.
  • Ensure the provision of materials and equipment necessary for the smooth running of the mission
  • Provide vehicles in good working order
  • Track the routes of teams on missions
  • Manage communications with teams during movements on the axes in connection with the CT

IT

  • Manage the IT equipment of the base and report on the status of the IT equipment fleet to the logistics coordination (coding before delivery to users)
  • Ensure the application of IT security measures in conjunction with the IT specialist in Bangui
  • Manage the allocation of IT equipment, in conjunction with the programs, the field coordinator and the logistics coordinator
  • Ensure the proper functioning of the network and the internet, in accordance with the IT kit and in conjunction with the TGH IT representative
  • Supporting users in the IT field
  • Perform periodic backups on the hard drives provided for this purpose

DATABASE MANAGEMENT

  • Supervise base construction sites when necessary
  • Identify future additional development needs
  • Supervise the maintenance, upkeep and safety of buildings (electricity, plumbing, etc.)
  • Ensure that employees and new arrivals on the base have the equipment necessary for their position
  • Make and track UNHAS reservations for air travel

SECURITY MANAGEMENT

  • Participate in updating the base contingency plan
    • Ensure that safety instructions are applied on the base, in conjunction with the CT, through regular reminders and/or training/awareness-raising
    • Ensure that safety-related equipment is present and in good working order on the base
    • Ensure that passive safety conditions are in place and respected on the base
    • Participate in the collection and analysis of security information, in conjunction with the CT

FINANCIAL MANAGEMENT

  • Estimate the financial needs of logistics in conjunction with the administrator
    • At the request of the administrator, communicate logistics cash flow requirements
    • Track logistics expenses and vendor payments, in conjunction with the administrator
    • Submit the updated logistics expenditure forecast every month in the accounting and financial monitoring

REPORTS

  • Produce the monthly logistics report for the Birao base and transmit it in coordination, in compliance with the imposed deadlines (monitoring of purchases, stock report, equipment inventory, fuel consumption monitoring, etc.)
    • Weekly distribution of the Purchasing Monitoring to Birao teams
    • Monthly update of the procurement plan and dissemination to programs, in conjunction with the project manager
    • Provide documents for the logistics part of donor reports and audits

These responsibilities may be reviewed depending on changes in needs on the ground.

Safety, working and living conditions

The security context requires strict compliance with security rules (curfew, movement monitoring, etc.) put in place by the Field Coordinator and regularly revised according to the evolution of the context. Travel in the field outside the main cities is currently only possible with rental vehicles and after validation by the Country Director. TGH is a known and appreciated humanitarian actor in the area.

In Birao, TGH has a secure concession on a plot of 3,600m² including 2 houses, offices, warehouses and a borehole. Water supply is provided by a borehole and electricity by a generator. A Wi-Fi connection is available.

In this context, expatriates from Birao have the opportunity to spend a few days in Bangui every 6 weeks.

In Bangui, expatriates have individual rooms in three shared houses, two of which are located on the compound where the office is also located. Wi-Fi is available in all houses and at the office.

  • Higher education in the field of logistics
  • Previous experience in a Logistics position in an NGO recommended
