WHO ARE WE

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced people and victims of crises or conflicts.

To carry out our mission, we base ourselves on three pillars:

  • Treat  : provide real access to care for populations.
  • Change : more than helping, we want to change things in the long term.
  • Testify  : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values ​​common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.

Niger is facing several emergencies that challenge the authorities’ response capacities. The persistent humanitarian crisis is worsening due in particular to the security crisis. The latter is exacerbated by pre-existing socio-economic vulnerabilities and growing instability in neighboring countries (Mali, Burkina Faso, etc.), leading to an influx of thousands of refugees, migrants and internally displaced persons as well as a deterioration already limited access to basic social services. The population, mainly children and women, faces malnutrition, food insecurity, recurrent epidemics and forced displacement.

It is in this context that Médecins du Monde has been operating in Niger since 2014 in several regions including the Agadez region to provide medical assistance to migrant populations and vulnerable hosts. MDM is also present in the three border area in Tillabéri (SDSR) and Torodi (VBG), and a new project opened in Tahoua (VBG) at the beginning of this year.

The coordination is based in Niamey and the mission employs around a hundred workers. The annual budget for our activities is 4 million euros.
The main donors are the DGD, ECHO, and the EU.

THE ESSENTIAL

Under the hierarchical responsibility of the General Coordinator of the mission and the technical responsibility of the Regional Meal Coordinator, this role will be led to:

  • Provide direct methodological and technical support to project and program teams and implementation partners on monitoring and evaluation issues;
  • Ensure that Quality, Accountability and Learning standards are integrated into the planning of mission project activities and ensure their implementation.
  • Lead/Supervise directly or indirectly (hierarchical or functional link) teams (MdM or partners).

MAIN TASKS AND RESPONSIBILITIES

As  a Meal Manager  you

  • Ensure capacity building of teams and partners in the area of ​​monitoring and evaluation (including data collection methods) and learning.
  • Assist the work of collecting, processing and analyzing data, contributes to optimal communication of the analyzed information and assists internal and external evaluation processes.

Example of Tasks

  • Define the MEAL action plan at mission level;
  • Supervision and regular quality control of the monitoring of processes and procedures for collecting and managing project data;
  • Establish a monitoring system at project and mission level adapted to the context and needs, facilitating decision-making;
  • Production of data analyzes and monitoring of project indicators, transmission to teams (MdM and/or partners);
  • Support for the learning process: Support for project teams and partners in the development of recommendations resulting from analyses, their appropriation and their implementation in the project
  • Proposal, development and coordination/carrying out evaluations and surveys;
  • Contribution to the writing of project proposals and donor reports, to the writing of activity and project reports, to advocacy work;
  • Contribution to capitalization work
  • Carrying out budgetary monitoring of its activities and participation in the construction of the MEAL budget for a project.

As  Team Leader  :

  • Management and animation of team personnel (information, objective setting, activity monitoring, leave management, recruitment, discipline, security, training, skills management)
  • Planning, monitoring activities and implementing corrective actions if necessary
  • Advice, arbitration and support for arrangements to be made in the event of difficulty, malfunction and/or incident.

YOUR PROFILE – National profile

ESSENTIAL

Training

  • Master’s degree (bac + 4) at least in social sciences, Statistics, Economics, Geography, Computer Science or any other relevant diplomas, or bac + 3 plus equivalent experience.

Experiences and technical skills

  • Minimum 4 years of professional experience in the field of monitoring and evaluation of projects with international NGOs or in management and organization of data collection for change projects.
  • Master the project cycle and all stages of setting up a monitoring system.
  • Mastery of project evaluation and capitalization methodologies, and monitoring tools and data collection and analysis software (Kobo, DHIS, SPSS, etc.).
  • Mastery of the office pack and in particular Excel.
  • Mastering French.

Qualities / Transversal skills

  • Excellent writing, synthesis and presentation skills of information, concepts and data in a clear, concise and structured manner.
  • Creative, curious, original, innovative spirit.
  • Good communication and teamwork skills in a multicultural environment.
  • Animation and facilitation skills (working sessions, feedback sessions, sessions with partners, etc.).
  • Strong autonomy, including very good management of time and priorities.
  • Be gender sensitive and know how to use the gender approach in proposals and reports to donors.

ADVANTAGES
