General context of the project

Present since 2010, INTERSOS RDC operates in 4 provinces mainly in the protection sector (South Kivu, North Kivu, Ituri and Haut Uele. INTERSOS is responsible for monitoring protection in Ituri, North Kivu, South Kivu on UNHCR funds. Humanitarian funds also finance certain projects in the protection sector in Ituri and SV in North Kivu INTERSOS also works in partnership with UNICEF and WFP in the nutrition sector and cash support . With more than 200 employees, INTERSOS has a portfolio of approximately. 6.4 M USD. INTERSOS is generally well accepted by communities and is present in many territories. At the end of 2023, INTERSOS wishes to continue to improve the quality of its work and deepen its understanding and analysis of protection issues affecting the population in order to provide adequate responses. INTERSOS also wishes to expand its portfolio by working with new institutional donors in order to better respond to identified needs **.**

General objective of the position

Ensure the adequate functioning of programmatic activities in its area, by defining and implementing rules, protocols and procedures, and guaranteeing the operational and strategic quality of projects in order to improve our intervention with targeted populations.

Main responsibilities and tasks

1. Project Management:

  • Develop objective and timely planning of the activities of the various projects, in collaboration with the Project Managers and the Program Coordination
  • Guarantee operational, financial and programmatic management in collaboration with project managers in its area of ​​intervention
  • Ensure Project Coordination with partners and stakeholders (humanitarian actors, administrative authorities), with donor representatives and other actors present in the field.
  • Ensure the coordination of Projects in collaboration with Project Managers through the regular exchange of information and monitoring of joint activities.
  • Ensure the development and compliance with the work plan, propose and implement readjustments, if necessary.
  • Ensure monitoring and evaluation of activities through the development and updating of monitoring tools in collaboration with Program Coordination and partners.
  • Formulate narrative and financial reports to submit to donors
  • Ensure, in collaboration with the project team, the monthly update of information to be shared with the relevant clusters.
  • Ensure the timely submission of monthly internal activity reports to the organization, including the PAT monitoring tool.
  • Ensure an adequate line of communication (internal and external) under the supervision and with Mission Coordination.
  • Report quickly and accurately any difficulties encountered in implementing projects in your area to Mission Coordination and contribute to the identification of solutions.
  • Participate in sectoral coordination meetings at field level.

2. Administrative management of projects:

  • Ensure appropriate management of project funds (update project financial planning on a monthly basis every month).
  • Ensure monitoring of project expenses in collaboration with the administration.
  • Propose budgetary readjustments to the administration.
  • Liaise with the logistics team for project purchases to ensure correct application of INTERSOS purchasing procedures, in accordance with donor procedures;

3. Human Resources Management:

  • Identify human resource support needs in collaboration with country logistics and financial coordination after consultation with project managers
  • Contribute to the selection and recruitment of national project staff according to needs. Ensure the effective and objective performance evaluation of the staff under his management every 3 months and the final evaluation.
  • Supervise and manage the project team and ensure continuing training in collaboration with Mission Coordination.
  • Develop the project organization chart.
  • Develop the organization chart of base project services in collaboration with Country Program coordination and Country Human Resources

4. Knowledge capitalization and management:

  • Ensure the capitalization of experiences and data obtained within the framework of projects.
  • Identify needs and propose potential new programs or activities to be implemented in the field.
  • Transmit to Mission Coordination all photo and video documentation of activities, as well as any significant information on the intervention area and project activities to meet visibility, fundraising and communication needs.

5. Coordination of project support activities

  • Develop, in collaboration with the country Finance coordination, the project support cost budget for its area of ​​intervention in terms of human resources, office rentals, maintenance costs, etc., by identifying the allocation of costs in the different current projects as well as financial needs not covered.
  • Be responsible for the hierarchical management of the project support staff (administrative and logistical) and the establishment of teams according to the human resources available.
  • Coordinate support services for project activities in collaboration with Project Managers.
  • Ensure monitoring of the implementation of INTERSOS procedures in collaboration with the country logistics and finance coordination.

6. Security management

  • Focal point for security management in his area of ​​intervention, the Program Manager is responsible for the implementation of security measures established by country coordination.
  • Collects information on the security situation in coordination with humanitarian actors and in collaboration with logistics and the Head of Mission.
  • Update, in collaboration with the Country Logistics Coordinator and the CDM, of the base CPP.
  • Responsible for the implementation of the CPP and security procedures, in collaboration with the Country Logistics Coordinator and the CDM.
  • Responsible for identifying and implementing any emergency measures necessary to secure the organization’s staff and assets in coordination with the CDM. Where applicable, in coordination and on the recommendation of country logistics and regional management.

7. Representation and humanitarian coordination

  • Representation of INTERSOS in its area of ​​intervention before humanitarian coordination, donors and stakeholders, in coordination with the directives of the CDM and the recommendations of the Program Coordination.
  • Coordination of identification of emerging humanitarian needs and possible interventions in collaboration with INTERSOS and Humanitarian Cluster actors.
  • Identification of fund allocations and donor strategies at the provincial level, in collaboration with Program Coordination and the CDM.

Profile required

Education

  • Advanced university degree in Economics, Political Science, Social Sciences, Human Sciences or other relevant field.
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
  • Proven experience in project management in complex and versatile humanitarian contexts

Professional experience

  • Minimum 4 years of experience including minimum 6 months in a field position

Professional requirements

  • Solid understanding of the humanitarian emergency context;
  • Ability to work in a volatile security context;
  • Ability to work to a tight deadline, with little supervision and under pressure;
  • Great ability to communicate, written and oral, and to maintain relationships with experience in managing work teams;
  • Ability to work in a team and independently;
  • Knowledge of UN procedures and guidelines (desirable).

LANGUAGES

  • Good command of written and spoken French Knowledge of English essential as it is necessary for interactions with headquarters and the region, particularly when replacing Program Coordination
