About the Programme:
The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-months (2021 – 2025) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI). The programme aims to strengthen macroeconomic stability, enhance conditions for sustained growth, mutual prosperity, job creation, and poverty reduction in Pakistan. Within REMIT, the Responsive Policy Function (RPF) is an independent component addressing tough reform questions and supporting interventions with high political and Government ownership.
About the Responsive Policy Function (RPF) & RPF Manager Role:
The RPF (Responsive Policy Function) Manager plays a crucial role in overseeing and coordinating initiatives that go beyond the original scope of direct technical assistance (DTA). This includes addressing cross-cutting areas directed by the FCDO and the Government, ensuring impactful interventions in critical economic and policy domains.
Duties and Responsibilities:
- Act as the overall custodian of the RPF Process, ensuring adherence to the RPF Manual.
- Manage the RPF process from idea generation to proposal development, approvals, hiring of expertise, and tracking deliverables and milestones.
- Interact with technical team leads, public sector, and FCDO to track and develop a monitoring and evaluation (M&E) tracker for each RPF activity.
- Ensure comprehensive implementation and adherence to the RPF process, including hiring Short-Term Technical Assistance (STTA) for proposal development and quality assurance.
- Support hiring and contracting of consultants/firms for RPF and other programme activities.
- Manage the process with external technical partners for effective delivery of RPF, including activities related to Airport Community System, Economic Consensus, Climate investments, and SIFC.
- Regularly report to FCDO, REMIT Core Technical Leads, and Team Lead/Deputy Team Lead on intervention design and requirements.
- Develop communication and dissemination systems in collaboration with REMIT’s Communication and Inclusion Advisor.
- Ensure funds are used for agreed purposes and manage funds transparently and effectively.
- Maintain a repository of reports and documents produced.
- Develop meeting minutes, feedback, and evidence of work progressing.
- Perform other tasks assigned by REMIT Team Leader/Deputy Team Leader and/or Core Technical Leads.
- Closely coordinate with the Program Management Unit Team of REMIT on tasks and deliverables.
Qualifications:
- Master’s degree in public policy, project management, business administration, communications, or relevant field.
- 10+ years of progressive experience in complex reforms linked with the public sector.
- Understanding of the political economy of macroeconomic reforms in a developing country’s context.
- Experience in working with donors, including FCDO, and managing grant-type funds preferred.
- Ability to engage with senior leadership in public institutions, multilaterals, and donors.
- Experience in a diverse environment and working with officials from multiple nationalities, gender, and profiles.
- Excellent computer skills, including online meeting platforms, chat, webinars, and event software.
- Excellent record-keeping, report writing, communications, and presentation skills.
- Excellent oral and written English.
Reporting:
The RPF Manager will report to REMIT’s Team Lead and work closely with core technical leads, Project Management Unit, FCDO, and relevant authorities and institutions in Pakistan.
