BACKGROUND
The Global Nutrition Cluster Technical Alliance (GNC Technical Alliance or Alliance) is a technical assistance platform that responds to technical requests, by leveraging and building on existing nutrition resources, capacities, initiatives, and coordination structures. The Alliance supports practitioners by delivering the following services:
- Access to high-quality information, capacity strengthening resources, guidance and learning that has been curated by global nutrition specialists and agencies.
- Where guidance is limited, timely access to interim consensus driven guidance for emerging technical issues in humanitarian nutrition, including guidance on program adaptation.
- Access to experienced nutrition technical specialists to answer questions, or to provide more in-depth support (remote or in-country).
The Technical Support Team (TST) exists to provide the third service, namely provide timely, cost effective, coordinated, and sustainable technical support to nutrition emergencies. To achieve this the TST does the following work: • Answer practitioners’ questions with technical experts providing timely responses referring to the latest available guidance. • Provide in-depth remote support or an in-country deployment. • Develop and disseminates high quality learning and capacity strengthening products (webinars, trainings etc.) that are informed by country-level technical priorities and fill an identified gap. • Maintain an up-to-date roster of nutrition consultants and provides recommendations based on the specific request.
The TST comprises of 19 personnel (5 coordination and 14 Advisors) hosted by Save the Children, International Medical Corps, Action Against Hunger, UNICEF and the Global Nutrition Cluster. Action Against Hunger Canada is host of the TST Coordination Unit. The TST Coordination Unit ensure smooth coordination of technical support requests, allocation of appropriate resources to requests, identification of funds and high-quality delivery of services. AAH Canada, is seeking a TST Coordination Support Consultant to support the TST Coordination Unit.
OBJECTIVE
TST Coordination Support Consultant will work on all aspects of the TST, especially management of the technical support process. The Consultant will provide technical and operational support to the TST Coordination Unit as well as the Advisers, the internal steering committee and the deployment steering committee to facilitate the technical support process, increase the impact of technical support and facilitate timely reporting within the Consortium and to donors.
SERVICE DESCRIPTION:
1- Facilitation of technical support request and delivery process.
• Including, but not limited to, triaging requests, understanding the need, bringing in the appropriate members of the team, facilitating the development of ToRs with multiple stakeholders, ensure localisation and gender principles are considered in ToR, overseeing the development of deployment budgets, identifying funds and funding modality, identifying appropriate HR, coordination of logistics and administrative requirements for deployments, facilitating contracting if consultants needed, follow up and support to advisor and requesting during support, supporting advisors through all post assignment paperwork (PEF, EoM, and deliverables).
• Ensure quality control measures for support are in place, on-going support for requester and Advisor, and appropriate monitoring and evaluation.
• The Consultant will also support TST Coordination Unit to keep all TST records and tools, including Checklists, Whiteboard, Dashboard and M&E Database up to date.
• Facilitate post-deployment follow up with external actors in coordination with the Adviser, i.e., sharing of recommendations, post-deployment webinar/follow up call, user satisfaction surveys, technical support for the knowledge/learning management of tools and resources developed, etc.
• Conduct briefings and orientations for new team members and consultants • Support development partnership arrangements with TST Partners when delivering technical support
2- Grant Management.
• Support TST Coordinator with grant management including any of the TST grants (BHA, Irish Aid, SIDA, and UNICEF, but also potential new ones) as needed with donor reporting, sub-grant agreements, and potentially development of concept notes or proposals.
3- Webinar Management.
• Support TST Coordination Unit in all stages of webinar delivery, including development, preparation, hosting of webinar and post-webinar wrap up.
4- Website and communications management.
• Support website maintenance and communications with the development of suitable content, including adding new team member bios, new country support, new resources, webinars and blogs. Support with the communication plan, by producing compelling content for social media. • Support the development of new communication materials to raise the visibility of the TST including internal and external communication, webinars/brochures, etc.
5- General support to the Technical Support Team
• The TST Coordination Support consultant may also be requested to perform other relevant tasks. If these present a significant deviation from the ToR. These should be discussed with and agreed upon by all parties and documented (at least by email if not an official amendment to ToR document).
TIMELINE
Initial contract of 3 months full time, to start ASAP.
REQUIRED PROFILE QUALIFICATIONS & EXPERIENCE
• University degree in nutrition, public health, or related development studies; or equivalent combination of education and work experience in emergencies and program management.
• At least 5 years work experience in program management in the area of nutrition and public health, with a minimum of some years specifically in international nutrition, preferably in emergencies.
• Demonstrated experience in coordinating and working with partners and donors.
• Experience in and understanding of working within the cluster system.
• Technical area of expertise in nutrition including IYCF-E, CMAM, assessments, SBC, Nutrition in emergencies, and capacity building, required.
• Experience in monitoring and evaluation, as well as reporting
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES
• Proven teamwork, partnering skills (facilitating dialogue and communications across diverse sectors, institutions, and geographic administrative levels)
• Excellent writing, oral and visual presentation skills;
• Ability to assess priorities and competently complete a variety of activities with a high level of accuracy and timeliness. • Excellent organizational skills and attention to detail.
• Ability to initiate and implement activities with minimal oversight and supervision.
• Proficiency in MS Office (Word, PowerPoint, Excel, etc).
• Ability to speak French, Spanish or Arabic (desirable)
Candidates with previous work experience in humanitarian contexts, or familiarity with humanitarian contexts, will be given a preference.
DUTY STATION/LOCATION:
The consultant will be home based with locations within GMT+3 preferred.
SUPERVISORS
The consultant will be supervised by the TST Deputy Coordinator and/or the TST Coordinator.
CONTRACT MODALITY
Initial contract of 3 months full-time, with possible extension. The consultant will be paid monthly. Applications are open to individuals only.
