RFQ FY22-093 Develop Governance & Structure Model At Plan International

Purpose

The purpose of the consultancy is to develop innovative governance and structure models, including a robust yet flexible decision-making process, for the global, intergenerational coalition AGIP.

Scope

The consultant will build on AGIP’s refreshed strategy, member development, and youth engagement approach, to design a set of governance and structure models fit for purpose, reflecting AGIP’s values and principles. The consultant is expected to review AGIP’s current governance and structure and work closely with the AGIP Secretariat to incorporate the outcomes of the two additional AGIP Review components: AGIP’s strategic priorities and member development approach.

Any proposed models must reflect AGIP’s commitment to feminist leadership and diversity, equity, and inclusion, particularly the meaningful engagement of adolescent girls at all levels of the coalition. The new governance and structure model will also enable AGIP to deliver on its short- and long-term strategic priorities and grant commitments. A final decision on a suitable model will be made collectively, involving a broad range of stakeholders of the coalition.

Methodology

The consultancy is limited to developing governance and structure models for a global partnership, building on the ongoing AGIP Review. The consultant will work closely with the AGIP Secretariat and key stakeholders from across the coalitions to review the current coalition structure and governance, and incorporate the outcomes of the additional AGIP Review components: AGIP’s strategic priorities and member development approach. Members from across the coalition as well as AGIP-affiliated adolescent girls and youth will be consulted on the principles and requirements of the new governance and structure model.

Presentation of a set of models should include an implications analysis, e.g., implications for coalition management and resource mobilisation. A final decision on a suitable model will be made collectively, involving a broad range of stakeholders of the coalition.

The consultant will be responsible for ensuring all work is carried out in line with AGIP’s safeguarding approach, Plan International’s Code of Conduct, and local legislation. All methodologies and tools used and developed throughout the consultancy will be proposed by the consultant and reviewed by the technical oversight team established by the AGIP Secretariat, including selected members from across the coalition.
