Job Summary:

The M&E Lead will provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations. The M&E Lead must have demonstrated experience in building or strengthening monitoring systems, quantitative and qualitative analysis, survey and sample design and effectively promoting evidence-based program management. S/he will play a central role in ensuring the learning from the initial Refine and Implement Phase of the RFSA is captured and integrated into the activity implementation phase.

The M&E Lead will design, manage, strengthen, and provide strategic direction to the Niger RFSA’s Monitoring, Evaluation, Accountability and Learning (MEAL) systems, supporting cross-learning in MEAL among Niger-based projects, as well as collaborating with MEAL counterparts on learning across RFSA initiatives within Niger. S/he will work with CRS and consortium staff to build capacity of MEAL and project staff.

Roles and Key Responsibilities:

  • Provide strategic high-level feedback, analysis and interpretation throughout the program startup, research and collaboration phase, and activity implementation phase.
  • Ensure the MEAL system is compliant with CRS’ global and regional policies, procedures, standards and strategic initiatives, and USAID/BHA MEL and reporting policies and guidance.
  • Support programming staff to incorporate participatory methods into community level MEAL systems and tools.
  • Leverage lessons learned, best practices, program data, evaluations and other information to generate donor communication pieces, proposal annexes, success stories, case studies and other high-quality, results-based documentation.
  • Lead mandated evaluations, needs assessments, annual surveys, case studies, and other research.
  • Manage agency level MEAL requirements (e.g. annual data quality assessments, beneficiary count reporting and CRS’ MEAL Policies and Procedures (MPP) self-assessments).
  • Support learning-to-action events and reflection sessions to systematically analyze data to promote adaptive management and to document and incorporate lessons learned into program design and implementation.
  • Collaborate with the Niger Country Program M&E Coordinator on the MEAL community of practice to share learning, resources, and support across offices.
  • Provide mentoring to CRS and partner DFSA staff to increase capacity and to achieve annual performance and development plans.
  • Work with MEAL and IT staff to maximize the value and utility of ICT4D in MEAL initiatives.

Basic Qualifications

  • Master’s Degree in International Development, International Relations or in the field of Monitoring and Evaluation, or Statistics required. Additional experience may substitute for some education.
  • Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of MEAL,
  • Experience in managing MEAL for moderately complex projects preferably with an international NGO.

Required Languages – French and English fluency, including excellent oral and written skills, required.

Travel – include percentage of required travel, if applicable. Could be stated as Must be willing and able to travel up to 50 %.

Knowledge, Skills and Abilities

  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
  • Good presentation and facilitation skills
  • Proactive, resourceful, solutions-oriented and results-oriented

Preferred Qualifications

  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
  • Demonstrated ability to write high quality technical proposals.
  • Experience engaging with partner organizations
  • MEAL skills and experience required.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Internal: Program team, Head of Programs, MEAL Coordinator, Finance Manager, Deputy Regional Director for Program Quality, Regional Technical Advisors, HQ based Project Support teams

External: Partner MEAL staff; M&E USAID BHA
