1. Background

DRC has been operating in West Africa since 1998. The DRC West Africa Regional Office (hereafter: WARO) is based in Dakar, Senegal, and covers six countries outside of Senegal. Led by the Regional Director, the DRC WARO oversees, supports and provides strategic directions for DRC’s Country Offices within the region, which currently includes Mali, Burkina Faso, the Niger, Nigeria, Cameroon and the Central African Republic.

DRC has been working since 2013 in Mali in the areas of protection (aiming to provide direct assistance to victims of human rights violations, build knowledge and capacity for community and individual protection, and participate in coordination and advocacy efforts at the regional and national levels), food security and economic recovery (aiming to build household and community resilience by linking emergency, rehabilitation and development while addressing structural and long-term issues) and humanitarian disarmament and peacebuilding (aiming to promote stability, build resilience, and prevent and reduce armed violence by ensuring improved community security and effective and accountable border management through cross-border collaboration).

DRC Mali places the principles of cross-cutting protection at the center of its interventions and implements specialized protection projects (generalist protection with a focus on GBV and child protection), integrated protection (food security and armed violence reduction). Benefiting from a solid community and partnership base in its various areas of intervention (Bamako, Mopti, Segou, Gao, Timbuktu), DRC actively contributes to strengthening local partners in terms of protection expertise, particularly in its specialized areas: protection monitoring, mental health, and psychosocial support. In addition, DRC Mali is strongly involved in the issue of emergency interventions, in connection with the constant deterioration of the context and the increase in violations of rights carried out on the population, which requires better consideration of protection issues in the proposed response.

2. Purpose

We have a duty of care to protect anyone who comes to contact with our work, particularly our vulnerable groups of beneficiaries.

The Risk & Compliance Trainee will contribute to the development, promotion and roll out of policy to promote a culture which has a zero tolerance to fraud, corruption and safeguarding. In coordination with the MEAL department and the Accountability Officer, the Risk & Compliance Trainee will ensure complainants/survivors listened to, supported and protected from further harm, and ensure all code of conduct cases are registered, and investigated timely in line with DRC agreed practice.

3. Duties and Responsibilities

Compliance:

  • Implement and maintain control systems to ensure that all offices comply with DRC’s financial, procurement and administrative policies as well as accepted accounting principles.
  • Perform quarterly internal financial reviews to ensure that DRC and donor guidelines are implemented and followed. This includes but is not limited to finance, procurement and administration, and involves monthly reviews of financial and non-financial transactions/documents, as well as feedback to line managers for action. measures.
  • Using compliance self-checks (CSC), assist bases and coordination to develop recommendations and action points to address identified gaps.
  • In liaison with the support of the Finance Manager, ensure quality and ensure that the supporting documents of the bases are scanned on time in accordance with the directives.
  • In liaison and with the support of the HR-Admin Manager, monthly check salaries and ensure the quality of HR documents, ie personnel files, on a quarterly basis.
  • Conduct necessary training of finance and non-finance staff to ensure DRC and donor requirements are met.
  • Conduct partner capacity assessments. Educate partner organizations on DRC and donor requirements and monitor their performance against these requirements. Conduct partner reviews.
  • Perform regular internal financial reviews of partners and offer recommendations to address identified gaps.
  • Receive and review financial reports from budget holders prior to submission to donors.
  • Lead internal and external audits
  • Keep the audit recommendations follow-up sheet up to date and ensure that reminders are issued in a timely manner and that management implements the recommended actions.
  • Lead compliance issues at grant opening and closing meetings.

Fraud and Corruption:

  • National communication on Risk Management Policy and Updates related to Code of Conduct and Anti-Corruption Policy.
  • Carry out sensitization to enhance awareness on Code of Conduct and SEA standards and reporting
  • Ensure Countries IC are set up and TOR clearly communicated to members and members formally registered
  • Train Country IC in COC areas and reporting
  • Ensure adequate capacity of trained investigators and run refresher training periodically.
  • Ensure all open cases are promptly and effectively managed.
  • Provide Training on Code of Conduct and Investigations.
  • Review Investigation reports and provide necessary guidance to investigators.
  • Ensure all high-risk areas related to fraud risks are addressed.
  • Regularly update CD on status to provide a periodic overview to SMT (without details)

Safeguarding/SEA:

  • Respond to and where appropriate investigate all allegations of sexual exploitation and abuse
  • Provide professional advice to senior managers, and mainly the Country Director and Country IC, Management Team in the country on matters related to PSEA.
  • Ensure Safeguarding investigation protocols are performed to a high standard and consistently.
  • Understand the different legal contexts and risks and implement Safeguarding best practice which is legally compliant.
  • Ensure consistent practice and commitment to Safeguarding across the different field offices.
  • Close consultation with CD during management of SEA cases.
  • Close collaboration with Gender Specialist (GRIO) to enforce organizational policies related to gender and diversity.
  • Contribute to DRC’s country risk management processes and follow all DRC sexual exploitation and abuse processes and procedures
  • Provide advice and guidance on sexual exploitation and abuse allegations, at all times taking into consideration the potential risks to personal safety for those involved.
  • Carry out high-quality lawful investigations at DRC field offices, taking time to build trust with survivors of sexual exploitation and abuse, so they feel empowered to report.
  • Improve the effectiveness of sexual exploitation and abuse deterrence, prevention, detection, and response in country.
  • Research and develop innovative approaches to countering fraud, sexual exploitation and abuse.

Other:

  • Support During complex Administrative investigations to ensure quality investigation and reporting.
  • Ensure country programme, has in place quality community and beneficiary mechanism feedback through periodic reviews.
  • Design and develop training materials and deliver training, to create awareness for staff, Interns, partner organizations on DRC policy and position related to COC and PSEA.
  • Produce high-quality reports to managers at all levels.
  • Work with colleagues to incorporate best practice into risk and control activities

In addition, the Risk & Compliance Officer may be asked to take on other tasks and duties as requested by the Country Director.

4. Required Qualifications

Core skills

  • Suitable qualification with a working experience in an NGO context.
  • Skilled in identifying and mitigating risks.

Education

  • Business Administration, Audit or other relevant Degree Level qualification

  • Strong and clear communicator and public speaker, capable of delivering messages appropriately to a variety of audiences, building a sense of passion and engagement.

6. General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality, and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
