CONTEXT:
After the closure of its program in 2004, the Handicap International Federation reopened its CAR mission in 2015 through the activities of the logistics platform. Since then, HI has deployed humanitarian interventions around 4 pillars in line with its operational strategy: Humanitarian Logistics – Health – Inclusion – Reduction of Armed Violence.

Key activities have been implemented including: facilitation of road, river and air transport, light civil engineering through the rehabilitation of road axes, crossing structures and landing or air strips, integrated functional rehabilitation (physiotherapy, equipment) associated with stimulation therapy for malnourished children and their carers, individual and community psychosocial care, inclusive humanitarian action, local development and inclusive governance and capacity building of organizations of people with disabilities, socio-economic integration of the most vulnerable households through the development of AGR. Innovative themes relating to education on the risks associated with explosive devices and inclusive education are taking on significant significance both at the level of the humanitarian community and the institutions of the Central African State.

In view of the latest changes in the country mission in recent months, the logistics platform project that facilitated road and river transport in addition to shared storage was closed in August 2023 as well as the closure of the Bangassou operational base. HI is currently continuing its program on the operational bases of Bangui, Bambari and the sub-bases of Alindao, Bocaranga and Ngaoundaye.

YOUR MISSION:

The Project Manager contributes within his/her country of attachment to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she is responsible for the implementation of his/her project. In this context, he/she ensures the optimization of the quality and impact of the project, through a delegation system with appropriate control mechanisms. He/she shares with all other HI managers the responsibility for sound management and proper functioning of the global organization.

Responsibility 1: Management

  • Understands the strategy, explains it, translates it into operational objectives for his team, leads the necessary changes. Gives meaning to each management act. In this context, drives inter and intra-departmental exchanges of practice. Encourages innovation and risk-taking;
  • Organizes the operational management of his team, structures the work around identified processes, manages performance, and facilitates problem solving;
  • Contributes to the development of its employees, by creating the conditions to enable their commitment, their professionalization and their attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind and the expected individual and collective behaviors.

Responsibility 2: Strategy and management:

  • Contributes to the development of the program’s operational strategy;
  • Contributes to the operational strategy (StratOp) program or country;
  • Writes new project proposals for the continuation or extension of the project;
  • Contributes to drafting new proposals for new opportunities, as appropriate.

Responsibility 3: Operational implementation:

  • Ensures the implementation of the project, in accordance with the logical framework and the allocated budget, ensures the planning of activities, associated resources and sets up the action plan;
  • Ensures that the implementation of the project complies with existing frameworks and ensures the proper implementation and monitoring of institutional policies (in particular PSE, PSEAH and Age-Gender-Disability policies) and other internal HI standards;
  • Ensures project monitoring, evaluation, accountability and learning;
  • Ensures project data management;
  • Ensures the functional animation of the teams on his project;
  • Contributes to external communication about the project.

Responsibility 4: Emergency preparedness and response:

  • Leads emergency preparedness actions in his department and, in the event of an emergency, reorganizes his team’s priorities according to the humanitarian imperative, in order to ensure a rapid and effective response from HI.

Responsibility 5: Management of the Bocaranga sub-base:

  • Represents the organization in the area and domain under his responsibility;
  • Ensures the monitoring of the safety of staff operating in the area;
  • Supports logistics, finance and HR managers with program support activities.

Responsibility 6: Participate in the management of security at the intervention sites:

  • Collaborates with the mission security department and in particular with the security manager for the monitoring of teams and activities in the field;
  • In collaboration with the Area Manager and the Safety Manager, participates in the updating and monitoring of safety tools (risk analysis, safety levels and indicators, safety rules, etc.) in the intervention areas;
  • Ensures regular feedback to the Area Manager or Security Manager and regular feedback to the field teams;
  • Participates in security meetings in his area organized by OCHA;
  • Provides regular security monitoring and ensures compliance with safety rules and travel procedures during field missions.

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

  • Security constraints are significant, and the context is volatile;
  • Relatively significant isolation in the city of Bocaranga, presence of several international NGOs and expatriates;
  • Very limited leisure spaces and cultural venues;
  • Relatively rudimentary living conditions: no electricity in the city (generator only) and access to the internet and telecommunications often difficult;
  • Travel within the region is by UNHAS flight. The base is also served by vehicle.

YOUR PROFILE:

  • Experience as a Project Manager, ideally in Risk Education;
  • Previous experience in managing capacity building activities of local partners is mandatory;
  • Know how to advance and develop the autonomy of your employees;
  • Ability to manage your team even remotely;
  • Knowledge of the Central African context is desirable.

  • 12-month international contract ideally starting October 1, 2024;
  • The international contract provides social coverage adapted to everyone’s needs:
    • Unemployment insurance collected only for EU nationals; – Retirement insurance; – Health, repatriation and welfare coverage paid for by HI and the employee;
  • Salary : from €2,448 gross/month;
  • Per diem : €725.80 net/month – paid in local currency in the field;
  • Hardship: €500 net/month
  • Paid leave : 25 days per year;
  • R&R : depending on the level of the mission: 5 days every 3 months + possible transport/package support;
  • Job :
  • Unaccompanied:
    • Coverage of transportation costs, visas and transport of your personal effects;
    • From 12 months of mission: a child allowance of €100 paid from 2 dependent children, paid in local currency in the field.
  • Accommodation: Collective supported by HI;
  • If you are a resident in the country: local package.
