Context:

The role is to coordinate and manage the implementation of institutional risk management initiatives such as integrated risk management reporting system and solutions, project risk management, and risk management capability building particularly at a project management level.

Key deliverables include: Improved risk coverage and integration across the organization. Greater risk management awareness and improved risk reporting, especially at project level.

To achieve these deliverables, the successful candidate will work under the direct supervision of the Chief Risk Officer (CRO), and collaborate across departments/units, and coordinate closely with Regional Offices, Country Offices and Project Managers.

Core Functions / Responsibilities:

1. Provide advice, guidance and support to the network of risk management focal points.
2. Develop and conduct training and implement the Risk Management training strategy to build the capacity of IOM staff in relation to risk management.
3. Carry out risk management reviews in selected projects, focusing on driving integration of Risk Management into the project development, management and reporting process.
4. Provide guidance and advice to project staff on matters pertaining to risk management.
5. Implement the IOM risk management standards through developing, managing and conducting risk assessment and monitoring and assessing control and mitigation effectiveness (this is required to drive integration of the risk management process into all key organizational processes).
6. Prepare risk management reports and recommendations for corrective action and improved controls.
7. Participate in the development of risk management policy and procedural framework, best practices and other lessons learned.
8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Business Administration, Commerce or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), Association of Chartered Certified Accountants (ACCA), Certified Internal Auditor (CIA), Certified Fraud Examiners (CFE) or equivalent Risk Management certification from the Institute of Risk Management (IRM).

Experience

• Experience in risk management, compliance and internal controls including in implementing a risk management information system;
• Experience in change management and project risk management;
• Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
• Experience with international institutions preferably working in IOM and/or the UN system.

Skills

• Advanced facilitation skills, particularly of risk assessment and root cause analysis as well as in assessing and recommending effective internal controls and mitigation actions;
• Complete and practical understanding of ISO 31000 and COSO framework;
• Knowledge and understanding of IOM/UN rules, regulations and Instructions on planning, reporting and resource management;
• Knowledge of Enterprise Resource Planning systems such as SAP and Oracle are an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French or Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.
