Overview of position
- Purpose
The Engineer is responsible for large and challenging engineering projects, applying a full range of engineering theories and techniques in the design, construction, maintenance, repair and liquidation of major structures, roads, airfield, hangars and associated facilities; and related engineering activities required for peace-keeping field missions.

The Engineer will provide design, construction and maintenance of roads and airfield projects. The task includes providing support during construction of projects. Other tasks include: –
• Analyzes and advises on the planning, design, construction and maintenance of major systems and facilities such as buildings roads, bridges, airfields, helipads, railways, docks, waste disposal systems, flood control systems, water treatment facilities, and related structures and other engineering activities in the field needed for the logistics support of peace-keeping and other United Nations field missions.
• Should have strong background knowledge of Roads and Airfield Engineering infrastructures & standards. Evaluates, reviews and revises project documents, and analyzes design specifications included in project proposals for accuracy, soundness, feasibility and cost.
• Recommends solutions to unusual engineering problems including designs of overhead anti-blast protections. Conducts technical studies on engineering topics, developing guidelines for the general planning and maintenance of programs and facilities.
• Calculates stresses and strain affecting proposed structures, considering such factors as estimated load, water pressure, wind resistance, soil characteristics, temperature fluctuations and nature of building materials to be used.
• Leads efforts of team studying critical problems relating to design or construction of systems and facilities. Makes recommendations for resolution of problems in specialized areas.
• Participates in planning missions, serving as technical adviser to committees or international meetings.
• Develop short and long-range plans for the design, procurement of goods/services, construction/commissioning, and operation/maintenance of our client facilities and infrastructure, taking into consideration that the mission is established in areas with a risk-environment of medium to high threat, and in areas with minimal power, communications, transport and service infrastructure.
• Mission facilities typically include modularized camps for troops and civilian staff, logistics bases and airbases with all required utility infrastructure for electrical, mechanical and plumbing systems and security works.
• Contribute to the development of annual engineering budgets and associated work schedules, based on engineering resource planning, taking into account all required engineering material needs and selected enabling capacities (e.g. military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective and efficient execution of the engineering work plans.
• Monitor actual costs and schedule performance against the approved budget and baseline schedules. Participate in design or pre-construction conference and other meetings with clients as necessary to establish design parameters. Conduct on-site meetings to assist in clarifying technical design elements as required. Performs other related duties as required.
3. Duration and Funding
Total anticipated duration of the contract is 6 months, allocated funds 52,800 for each and the funding source is 10985.

Provides expert analysis of problems and advises on design and construction of roads and airfields, leading to timely completion of projects in accordance with specifications and quality standards; significantly contributes to the training and preparation of engineering staff to meet future needs of the organization and mission. Proper coordination of all project management in all Regions during the execution of construction projects.

Key competencies
- Qualifications and skills
Education
Advanced university degree (Master’s degree or equivalent) in Civil engineering. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Experience in managing an engineering office comprised of different engineering specialties such as Construction, Facilities management, Electro mechanical etc. Experience translating client’s concept project proposals to final designs and advice on engineering procurements needs.
Work experience
A minimum of ten years of progressively responsible experience in engineering or related area. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
Team management
This role does not have any team management responsibility.
