Founded in 2011, the International NGO Safety Organisation (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO provides daily support to more than 1200 NGOs operating in 16 of the world’s most insecure countries.

INSO is registered in the Netherlands with its headquarters based in The Hague, the international city of peace and justice.

Job Summary

INSO is looking for an experienced, pro-active and solutions focused Roving Operations Manager (ROM) to support our Operations team in the field.

Reporting to INSO’s Deputy Director of Operations, you will have a key role on INSO’s new ERT (Emergency Response Team) and will be responsible for ensuring strong operational logistics support to INSO Country Offices (COs) through collaborative visits, remote guidance and knowledge sharing. You may need to deploy on short notice to respond to humanitarian responses, work outside the normal role profile and be able to vary working hours accordingly.

At the HQ level, you will work with the Global Security & Risk Manager, IT Manager, and Administration Manager on relevant technical matters.

This position may be based in either in Kinshasa, Democratic Republic of Congo (DR Congo) or Yaoundé, Cameroon. You will be required to travel to INSO countries approximately 60-70% of the time.

Major Responsibilities

  • Provide advice and guidance to Operations Managers (OMs) on the INSO SOP2 Procurement Policy and other operational policies.
  • Conduct regular reviews of CO procurement, asset management and transport files to ensure that they are updated and in compliance.
  • Conduct spot checks of the asset register and assist with asset management and disposal activities.
  • Provide guidance on procurement activities and supplier management, including developing a pre-approved supplier list.
  • Assist the OMs in the implementation of the INSO transport management SOPs.
  • Provide guidance on INSO facilities management and conduct periodic country reviews of office and guest house contracts and requirements.
  • Provide operations support to INSO countries for startup, restructuring, and close-down processes.
  • Support the OMs in the timely implementation of INSO and donor audit report findings and recommendations.
  • Ensure the application of internal control systems to mitigate fraud and corruption.
  • Lead on implementation of new policies and procedures; conduct training and capacity building sessions with staff.
  • Support on special projects as required.

Essential

  • Fluency in French and strong working knowledge of English.
  • A bachelor’s degree in a relevant field from a recognized academic institution.
  • At least 6 years of progressive humanitarian operations experience.
  • Substantial experience and knowledge of donor regulations and compliance (USAID/BHA, ECHO, FCDO, etc.).
  • Proficient use of MS Office programs and experience with database management.
  • Robust experience of INGO/ NGO emergency program cycle management, including working within a matrix organisation structure.

Terms & Conditions

12 month full-time renewable contract based in either Kinshasa, DR Congo or Yaoundé, Cameroon. €5,250 per month, 4 calendar days annual leave per month and fully comprehensive global health (excluding USA) and AD&D insurance.
