Functional Supervisor: Regional Director (reporting directly to Heads of Missions during field deployments)

Supervision of: Functional supervision of: Country Security Managers / Officers (depending on Mission specific set-up)

General context of the project

INTERSOS is an Italian non-profit, humanitarian aid organization founded in 1992. INTERSOS works towards a world of equality, justice, peace and solidarity, to achieve this INTERSOS helps people to live in dignity and safety, alleviating suffering and meeting their needs. The mission of INTERSOS is to support people, families and communities in areas most effected by crisis around the world, providing crucial assistance to populations in life threatening situations, in situations of famine and suffering resulting from extreme poverty, disasters, and conflict.

General purpose of the position

Under leadership and coordination of the Regional Director in the Middle East and of the different Heads of Mission, the Roving Safety and Security Coordinator (RSSC) will support the design, implementation and monitoring of security, and safety systems in the countries where INTERSOS is intervening in the Middle East region.

The main objective of the position is to ensure direct support in countries of operation in establishing Safety and Security systems according to best practices and context analysis. The RSSC will monitor the implementation of those plans, including by ensuring that staff members are adequately trained to carry them out.

The RSSC will directly support missions to build stronger capacities in safety and security management at multiple levels of the missions.

The position is based in Beirut (Lebanon) with up to 60% of the time spent in field deployments across the Region (Syria, Yemen, Jordan, Iraq).

Main responsibilities and tasks:

1.Safety and Security Management:

  • Support missions in setting up structured security and safety risk analysis systems
  • Support missions in establishing adequate internal reporting and safety and security
  • communication-sharing systems for each country (including data set and other analytical products).
  • Support the missions, based on risk analysis, in the design, review, implementation, and monitoring of security protocols and policies for each mission including CPPs, Security
  • Management plans, base security rules, safety, and security-relevant SoPs, and contingency plans.
  • Support the missions to ensure adequate follow-up during the rolling out phase of safety and security management systems, including incorporating safety and security into HR inductions for new staff (in collaboration with the HR dept at regional and mission levels)
  • Support Heads of Missions and country security staff to ensure compliance with the adopted country Security and Risk Management Plan
  • Support missions with technical guidance, lessons learned, internal and external tools and methods
  • Support missions to assess their capacity gaps in safety and security and to design relevant capacity-building plans; provide materials and tools for training; conduct or assist in training, remotely and in person (during field visits).
  • Support missions to monitor the impact of capacity-building and conduct follow-up training according to needs.
  • Follow Risk Management trends at regional and country levels and collaborate with other national and international organizations and networks at the regional level to provide information and technical resources to missions
  • Capitalise experiences and develop ad hoc papers and tools to contribute to safety and security management, strategies, and approaches.
  • Coordinate on applied security measures needed with the regional logistic coordinator and country logistics coordinators (during deployment), providing plans and needs of the safety and security systems, equipment, tools, and providers.
  • Coordinate with the program department and relevant staff members to ensure that security plans and risk management measures take into account the humanitarian response priorities and relevant humanitarian access considerations
  • Regular coordination with the Security Advisor on best practices and design, review, and rolling out of SOPs and tools.
  • Participate in relevant Security meetings (INSO, GISF, etc.) when appropriate and required.

2. Staff management and development:

  • Actively participate in the recruitment of Mission-level key positions with safety and security risk management responsibilities.
  • Co-manage and mentor safety and security assigned staff, presenting clear expectations, setting performance objectives, and providing timely
  • performance feedback, and leading timely performance reviews in coordination with their respective line managers. This would include coaching and capacity-strengthening plans tailored to the context and specific needs.
  • Promote staff care and well-being in coordination with the HR department. Support appropriate interventions in response to identified staff care needs of both national and international staff.

3. Incident and Crisis Management:

  • Support the country programs with timely and qualitative incident management, reporting, analysis, and lessons learned.
  • In line with INTERSOS Crisis Management Plan, support the regional and country offices in the event of major safety and security incidents or security-impacting crisis events

Required profile and experience

Education

  • Relevant Bachelor’s degree (Master’s degree preferred)
  • Proven track record of relevant Safety & Security courses

Professional Experience

  • Minimum 5 years of non-profit or NGO work experience in international humanitarian assistance programs, with shown capabilities in planning, organizing, and leading security management operations.
  • Prior experience working in the region and demonstrated knowledge of regional and country dynamics are strongly preferred.
  • Consistent track record in capacity strengthening.
  • Ability to prepare and present, on short notice, clear analyses of contextual dynamics, events, security incidents, and their ramifications for INTERSOS operations.

Languages

  • English Language is mandatory
  • Arabic language is considered an advantage

  • Very strong interpersonal skills: strong communication and diplomatic skills.
  • Practical and problem-solver.
  • Tolerance for differences, and comfortable in a multicultural environment.
