Context
DRC operations in Niger began in 2014. After almost ten years of presence, DRC operates in 29 departments of the country, spread across five regions and provides assistance to people affected by shocks, crises and displacements, protects their rights and improve their future prospects. DRC supports individuals, households, communities and authorities in the sectors of Protection, Shelter and Habitat, Food Security and Economic Recovery and Peacebuilding.
Job objective
Under the direct supervision of the Head of Program, the Consortium Coordinator is responsible for coordinating the multi-sector RRM consortium of which DRC is the lead. He/She ensures the consistency of programming through regular monitoring of the various partners to guarantee quality in the overall response. He/She coordinates the various internal and external actors and advocates strongly to better mobilize rapid response and its continuity. He/She will have to ensure the quality of the programming as part of the implementation of this project.
Responsibilities
The responsibilities listed are not exhaustive and could be readjusted according to operational needs identified at the time as long as they remain consistent with the general responsibilities of the position.
Program, monitoring, surveillance and quality assurance
- Provide overall leadership and management, as well as general technical direction, for the implementation and development of project activities
- Ensure the program has a robust monitoring and evaluation framework to support lessons learned, identify and navigate context changes in real time, promote scalability where possible, and measure program outcomes. program
- Effectively manage the consortium management unit, including leading the recruitment, professional development and evaluation process, ensuring project outcomes are achieved by setting specific objectives and providing ongoing feedback on performance.
- Responsible for managing the timely and quality completion of all technical, administrative and financial program deliverables and reports, in accordance with donor guidelines and DRC operational guidelines.
- Ensure a shared vision of the project and the “theory of change” within the consortium partners.
- Oversee the establishment of effective reporting, financial management, personnel management and procurement mechanisms for the project.
- Promote the sustainability of project activities through effective networking and linkages with other programs to ensure continuity of services to those served. (Post-RRM activity)
- Support the various organizations in ongoing operational changes, guarantee the evaluation of these changes and support the implementation of pragmatic solutions to guarantee better quality of the project
Coordination, advocacy and external relations
- Plan and prepare for consortium steering committee, technical committee and quarterly/semi-annual project reviews meetings (agenda development, background documents, presentation of progress), and oversee the implementation of recommendations.
- Support the various heads of mission in strategic decision-making through the availability of information and reports and the identification of key subjects
- Act as primary liaison with technical committee members and establish effective working relationships with them.
- Develop partnerships in the humanitarian and post-emergency community and coordinate with authorities at regional, state and district government levels.
- Lead advocacy efforts with partners, donors, clusters, sectors, UN Agencies, national and regional government etc. when possible and relevant.
- Serve as primary liaison and establish effective working relationships with all internal and external stakeholders regarding sustainable solutions and resilience on behalf of the consortium.
- Guarantee common and quality information between different partners on the response situation and share it with all stakeholders
In addition, the Chief of Party may be asked to take on other tasks and work, at the request of the Program Manager or the Country Director within the scope of this position.
Qualifications
Essential Qualifications
- At least 8 years of professional experience in the design, implementation, monitoring, evaluation and reporting of consortia programs (large consortium of at least 3 international partners with volumes exceeding 5 million EUR);
- At least 5 years of professional experience in a project team manager position; Experience as Head of Mission is a plus
- Proven experience in emergency response and rapid response mechanisms
- Experience in several of the following sectors: Food Security, Protection, Shelter, Non-food goods, WASH
- Proven practical experience of strong relationships with donors, including emergencies in particular ECHO and BHA;
- Experience and proven technical skills in complex budget management;
- Proven experience in reporting, quality of analysis, monitoring of a large and complex financing contract and the ability to summarize;
- Proven experience/understanding of humanitarian work and the ability to work with Emergency Post actors
- Team spirit, very organized, proactive and having demonstrated a strong capacity for personal initiative and decision-making;
- Strong analytical and problem-solving skills;
Desirable Qualifications
- Prior experience in a Sahelian context
- Remote management experience
- Experience in localization project management/coordination
- Experience on themes related to migration and refugee rights
