General context of the project

South Sudan has confronted several humanitarian challenges in the last ten years including conflict, displacement, food insecurity, flooding, and epidemics. People’s humanitarian needs in South Sudan continue to be mainly driven by years of conflict, increasing underlying vulnerabilities which have been further compounded by the impacts of climate change and the COVID-19 pandemic. The already critical humanitarian situation has been compounded by the third consecutive year of atypically severe flooding in 2021, with 835,000 people reported as affected between May and December 2021. Seasonal flooding of large wetlands is a feature of the South Sudan landscape and plays a crucial role in the livelihoods of large numbers of South Sudanese people. Their seasonal extent is determined by both in country rainfall and inflows from the Nile and its tributaries. Long range rainfall forecasts for the next five years (2021-2025) indicate that this period is likely to be wetter than average over the Nile basin, (South Sudan – Flood / Wetland Historical Overview, July 2021 by WFP) This may imply that increased flooding and extended flood related displacement is expected in the coming years.

On top of increased flooding crisis, sub-national violence continues to obstruct the realization of a durable and sustainable peace in South Sudan. Sub-national violence can take on different forms, including armed clashes, killings, sexual violence, abductions and looting/destruction of property and resources. Looting/ destruction of property and resources can entail destruction of farmland and house, as well as cattle raiding. Ongoing violent conflict combined with flooding resulted in continued displacement impacting pre-existing vulnerabilities and coping capacities of affected populations. (CSRF, July 2022).

Many South Sudanese have experienced displacement, often multiple times, both before and after the country’s independence, due to conflict, floods, or other factors. Options pursued have included moving to refugee camps in neighboring countries, into towns or to camps for internally displaced people, often adjacent to urban centers. According to UNHCR’s August 2022 monthly statistics, there are more than 2.3 million South Sudanese refugees in neighboring countries, and 2.2 million who are internally displaced whereby 1,692,586 (76%) of them are IDPs in host communities. Among the ten States hosting these IDPs Warrap State (19%), Unity State (17%), Central equatorial State (14%) and Jonglei State (14%) are hosting the highest IDP caseload followed by Lakes and Upper Nile state hosting 10% and 9% of the IDP caseload, respectively. The already fragile situation, coupled with the consistent reduction of funds for responding to the humanitarian needs, have reduced the capacity of local and international actors in responding in a timely and consistent manner to the different crises.

At broader level and based on trend analysis on previous years’ disasters happened in South Sudan, INTERSOS has identified conflict and flood related acute emergencies to be the crisis to respond through this proposed RRM project. During intercommunal conflict and flood there is always huge influx of vulnerable people displaced who need immediate humanitarian support whereby provision of non-food items and protection services are one of the key needs. The rationale behind the integration of the RRM response into INTERSOS’s South Sudan programming is to create a mechanism whereby an immediate life-saving response is in place complemented through ongoing recovery-oriented interventions before totally pull out the humanitarian support in that specific target community. This project aim is to set-up a team who has the capacity of doing a pro-active analysis of crisis, prepositioning of required resources, setting scenarios and monitoring of triggering factors for an emergency response and responding within 1-2 weeks of crisis onset and last for a maximum of 2-3 months.

General purpose of the position

The Emergency Response Coordinator is responsible to ensure that the RRM program is strategically relevant, technically sound, efficiently implemented and administered to meet INTERSOS and donors quality standards, in order to respond to the needs of the country’s most vulnerable/crisis-affected population. S(he) will coordinate the activities implemented within the RRM framework.

Also, s(he) will maintain the link with operational, technical and coordination partners (including clusters and sectorial working groups) as well as with international donors, local and national authorities.

Moreover, the RRM coordinator oversees the management of the programmatic aspects regarding INTERSOS RRM programme (implementation of activities, procurement, HR, monitoring etc.).

Main responsibilities and tasks

Ensure the quality implementation of the RRM programme

Programme:

  • Lead ERRM programme, enabling the organization to provide rapid lifesaving relief
  • Actively monitor RRM activities through field visits, monitoring, and exchange of information with staff and stakeholders, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues for timely interventions;
  • Ensure the smooth implementation of RRM activities through efficient data collection and the development/revision of appropriate tools;
  • Ensure that targeted objectives are met within the deadlines;
  • Following field assessments, identify and conduct appropriate advocacy to ensure the implementation of identified recommendations, including for RRM interventions and for information sharing and advocacy with clusters/working groups, to ensure follow-up of response provided by non-RRM actors, or response in sectors not covered by the RRM;
  • Ensure that RRM activities are achieved efficiently at technical level, based on the HR available and with short delays;
  • Coordinate with other RRM bodies active in Ukraine
  • Produce a report with the capitalization of the RRM experience and the lessons learned during the project implementation and share it with the Programme coordinator and HOM;

Finance:

  • Ensure regular budget monitoring and supervision in collaboration with country finance coordinator;
  • Provide overall budget holding, financial management, and expenditure control for the RRM project, including compliance with internal and donor requirements.

Logistics:

  • With the support of INTERSOS log team in the country, ensure timely and adequate procurement process for RRM activities
  • With the support of INTERSOS log team in the country, monitor the delivery of supply and ensure smooth running of the project;
  • Monitor the stock availability;

Human Resources:

  • With the support of INTERSOS Emergency Unit, ensure the capacity building of RRM staff
  • Manage and Supervise the RRM project staff in the different basis

Context monitoring:

  • Monitor the evolution of the context in collaboration with HOM, Programme Coordinator and security focal point, in particular in relation to security and humanitarian alerts, to the presence of armed groups, of population displacements or return, etc.;
  • Map existing shocks/alerts networks ( REACH, etc.) across the country while developing, as proposed, their own complementary field monitoring network, including clear and common ToR for the related ERRM Field Monitors
  • Provide regular update through periodic reports shared with the HoM and Programme Coordinator on the evolution of the context;

Support activities reporting:

  • Monitor the project activities and propose regular update for donors and clusters;
  • Ensure the visibility of RRM activities by sharing information on RRM in clusters, working group and meeting reports; on INTERSOS website and with donor

Other activities:

  • Support HoM and Programme Coordinator in the organization e donors’ visits, in the field when requested;

Required profile and experience

Education

  • Advanced university degree in international development/relations, social sciences, public administration, international law, public health, nutrition, WASH, logistic, or other related disciplines;
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Professional Experience

  • At least 5 years of relevant professional experience in planning, implementing and monitoring of emergency programs in acute humanitarian crisis
  • Experience in multi-sector emergency program implementation;
  • Previous experience implementing and/or coordinating an RRM is highly desirable;
  • Experience in the management of UN, USAID and ECHO funds.
  • Proven experience in the management of staff teams.
  • Remote control experience is an asset
  • Risk management knowledge is an asset
  • Previous working experience and knowledge of the country and region is an asset​
