Proposal Summary:

USAID/Guinea intends to support activities to expand a culture of lawfulness and respect for human rights, as well as awareness of rights afforded under Guinea law and international treaties. Through this five-year program, USAID will improve access to justice for all people, address root causes of delays in justice, improve prosecution systems and increase citizen trust in the justice system. Human rights will be targeted particularly through awareness raising, inclusion in activities, and civil society engagement.

Position Summary:

Project technical specialists will work closely with the Chief of Party (COP) and Deputy Chief of Party (DCOP) to improve legal awareness and access to justice for Guinean citizens and to ensure quality control, efficiency, integrity and learning throughout the project’s duration. The ideal candidates will be responsible for providing technical leadership in assigned component areas.

Responsibilities:

  • Provide technical direction and management of activities to enhance access to justice and improve protection of human rights for all citizens, particularly disadvantaged groups and vulnerable populations.
  • Develop methodologies and approaches to support linkages between the formal and informal justice system in Guinea, improve access to legal aid, and improving citizens’ understanding of their legal rights.
  • Oversee the work of local organizations implementing technical assistance activities under these components.
  • Coordinate activities with senior management team to ensure the end goal of promoting people-centered access to justice.
  • Continuously monitor the results of project activities, evaluate progress against project targets and identify course-corrections recommended to improve impact.
  • Contribute to implementation plans, monitoring and evaluation plans, technical reports and progress deliverables as requested by COP.

Qualifications:

  • Degree in law, social studies, public policy/administration, international development or other relevant field; advanced degree preferred.
  • Five (5) years of professional experience implementing access to justice, rule of law, judicial reform, criminal prosecution, democracy, human rights and/or governance programs.
  • Experience working in Guinea and/or other Francophone African countries strongly preferred.
  • Knowledge of judicial reform issues and programming in Guinea.
  • Collaborative team-player that is proactive in identifying challenges, proposing solutions, and is results-driven.
  • Ability to work effectively, responsively, and collaboratively with government counterparts such as GOG ministries and anticorruption institutions, CSOs, development partners, private sector partners, and academic/research institutions at national and sub-national levels.
  • Experience supervising diverse teams and managing stakeholders.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Fluency in written and spoken French required; proficiency in written and spoken English preferred.
