We are looking for aSafeguarding Advisor M/F.

Bangladesh
Context:
In 2022, the General Director launched a collective framework for improving practices, processes and mechanisms for the prevention and management of abuse on persons. The framework highlighted a series of priorities. The Tokyo cell and the mission decided to actively participate in the improvement process by launching a pilot project to define and implement a safeguarding strategy for the mission in Bangladesh, with the support of the EAMA cell and the PCA unit.
This position has been created to start and develop this project.
Main responsibilities:
Engage with senior management on the strategy to implement the Behavioural Commitments MSF-wide; engage on the prevention of abuse, set up safe reporting channels and create a safe environment for staff, patients and communities, undertake and or lead, under the supervision of the Human Resources Coordinator, the internal administrative investigations / case management on abuse conducted by the mission as per the IPOB Standards for Case Management (IPOB SCM).
Contextualisation/adaptation of the overall Behaviour management and Prevention strategy:
- Ensure, with the Head of Mission and the Human Resources Coordinator, and in consultation of the EAMA Cell and PCA Safeguarding Focal Point, the design, implementation, and follow-up of the behaviour management and prevention strategy.
- Engage with the Human Resources Coordinator and the Head of Mission to conduct an external mapping to identify key country level contacts/ INGOs, CBOs (Bengalese and Rohingya) to exchange on abuse prevention policies and activities and identify available resources.
- Engage systematically with the staff involved in activities associated to prevention of abuse/safeguarding on prevention of abuse of community and beneficiary members.
Advice on the adaptation and implementation of procedures and processes:
- Advise on the implementation of MSF complaint procedures and facilitate their understanding by all staff, partners and community members.
- Support the mission and project to define and implement safe and accessible complaint procedures, for community and patients.
- Support the mission in establishing sustainable communication channels on the matter with each project and communities, including community feedbacks.
Increase awareness on Responsible Behaviour :
Under the supervision of the Human Resources Coordinator and the Head of mission:
- Raise awareness of senior mission management about their role in creating and maintaining a safe working environment for all staff, patients, partners and communities.
- Raise awareness and instruct staff and volunteers about how to welcome a complainant in a sensitive and adapted manner to complaints of abuse, including where to refer complainants (complaint and adapted psycho-social and medical support mechanisms).
- Design awareness raising activities at field level for field staff, volunteers and targeted third parties, about abuse prevention and the existing complaint procedures.
- Be in charge of continuing the animation and supervision of the Behavioural Promoters, ensuring that regular sessions are organized throughout the year.
- Overall, empower National Staffs management to enable them in the long-term to take over the responsibilities especially by ensuring the overall Behaviour management and Prevention strategy is always adapted to the context and endorsed by National Staff.
Management of Investigations/Case Management:
- Ensure that all reported complaints are addressed and handled as per the IPOB SCM and that severe allegations (eg. SEAH, affecting minors/beneficiaries etc.) are immediately reported to the EAMA Cell concerned, the Human Resources Coordinator and the Head of mission, as appropriate.
- In conjunction with the respective project team in the particular location:
- Ensures technical advice and support for his/her area of activity to all actors involved in case management.
- Ensure the application of any temporary and or risk mitigating measures and refer the complainant/person affected to the proper channel to receive psychosocial and medical support.
- Supervise and undertake investigations with the project teams in collaboration with the Human Resources Coordinator and the Project Coordinators (interviews, information collection, assessment of evidence, establish the qualification and present the case to the DMA with necessary recommendations)
- Manage all Information about cases: archive all documentation/evidences, prepare minutes, coordinate interviews and meetings with the DMA, draft the final report etc..
Team Management :
- Coordinate and monitor the working plan of the team involved (Volunteers, International Mobile Staff, and National Staff)
Monitoring and supervision :
- Organize data collection and analysis of prevention activities, cases, and behaviour trends in the mission.
- Analyse this data to establish the success of prevention activities and the existing integrity structure.
- Engage with senior mission management and the EAMA Cell to discuss the trends analysis, necessary adaptation of the prevention strategy and of prevention activities for the mission.
- Collaborate in intersection with her/his counterpart and mutualize as much as possible with the other sections present in the mission.
Profile:
Education:
Academic Background: Bachelor level degree or equivalent level in a field relevant to this profile (e.g. law, social or organizational sciences, gender, discrimination, whistleblowing, etc.)
Experience:
- Experience of at least 2 years in the field of safeguarding/abuse prevention in an international organization (mandatory)
- Field humanitarian experience (is an asset)
- Experience advising on risks related to abuse (desirable)
- Experience on facilitation, adult pedagogy and coordination of training and workshops to a wide range of audiences (desirable)
- Experience working in an international, fast-paced environment, working with colleagues from many different backgrounds (desirable)
- Experience advising on risks and risk mitigation regarding investigations into allegations of abuse (desirable)
Skills and aptitudes:
- Knowledge of protection principles and procedures, particularly case management experience
- Understanding of Strategic engagement, vision and strategic management orientation
- Creativity and sensitivity for context when engaging on behavioural expectations
- Ability to develop case strategies, conduct investigative interviews and deliver investigation reports of high quality and within short deadlines
Requirements:
- Strong leadership and management abilities
- Strong writing and analytical skills
- Essential computer literacy (database design/analysis, MS package)
- Flexibility regarding work setting (volatile environment, remote working, etc…)
Languages: English (C1) essential. French is an asset.
Status: 9-month fixed-term contract.
Conditions:
Salary and remuneration according to professional experience on Level 12-IRFFG Grid.
Expenses covered by MSF: Shared accommodation, all work-related travel cost covered, per diem paid on Mission
Expected starting date: March 2024.
