SAFEGUARDING ADVISOR, POLAND at CARE

Job Summary:

CARE Poland seeks to hire a full-time roving Advisor to lead and coordinate its Safeguarding (PSHEA-CA) work for the Ukraine emergency response in Poland, Slovakia and Hungary.

The Safeguarding Advisor in CARE Poland will be responsible for ensuring CARE International’s Safeguarding and PSHEA Policy is integrated into all aspects of CARE’s humanitarian response.

The Advisor will work in close collaboration with a CARE USA Safeguarding Team and other CARE member staff and partners. The post holder will support the in-country response team to embed safeguarding into programmes and support and build capacity of partners to ensure alignment with CARE’s Safeguarding Policy. The post will also train staff in safeguarding, raise awareness and support safer recruitment. The Advisor will be based in Poland but rove between the countries where CARE Poland has humanitarian responses to gain a comprehensive understanding of risks and mitigation, and provide practical, technical expert knowledge.

Responsibilities:

  1. Support coordination on CARE’s Safeguarding and PSHEA across the emergency response countries (Poland, Hungary and Slovakia)
    • Coordinating work on Safeguarding and PSHEA (prevention and response) across the emergency response countries.
    • Ensuring ‘Safeguarding Risk Analyses’ are conducted the safeguarding risk mitigation action plans in each response country.
    • Keep all safeguarding information updated.
    • Convening regular meetings and information sharing sessions with CARE USA Safeguarding Team when/if required.
  2. Providing technical expertise on the integration of safeguarding standards into CARE’s programmes and with partners.
    • Advising and supporting partners safeguarding due diligence process.
    • Supporting partners to operationalize safeguarding standards including training, safer programing, awareness raising.
    • Facilitating safeguarding training and awareness raising for staff, and related personnel including volunteers and partners.
    • Together with MEAL, ensuring that feedback and accountability mechanisms are safe and accessible for all.
  3. Ensuring the Safeguarding policy, accountability standards and protocols are followed, providing technical support and representation.
    • In collaboration with the CARE USA Safeguarding team support the establishment of Safeguarding Focal Points in each response country.
    • Represent CARE in relevant forums and alliances on sector-wide Safeguarding: PSHEA-CA initiatives and provide information and guidance to key internal stakeholders, particularly gender, advocacy, HR and humanitarian teams in their engagement in external initiatives.
    • Support safeguarding case handling and investigations.
    • Provide technical advice and support.

Qualifications:

  • A Bachelors’ degree in a relevant field, or equivalent experience in a relevant field.
  • Knowledge of core humanitarian principles.
  • Knowledge of Child Safeguarding and/or Child Protection.
  • At least 2 years of humanitarian program experience.
  • Excellent communication, research and analysis skills.
  • Excellent written and spoken Polish and English. Ukrainian and/or Russian is a strong asset.
  • Experience of coordinating work with country and regional wide stakeholders.
  • Commitment to CARE’s values, including gender equality, safeguarding, and the empowerment of women and girls.
  • Experience of recognizing safeguarding/protection risks and identifying mitigation strategies.
