General context of the project

INTERSOS Humanitarian Organization is looking for a consultant to provide technical support to the Internal Audit Unit and the PSEA Coordinator in updating and merging the Protection from Sexual Abuse and Exploitation [PSEA] and Child Protection policies

INTERSOS has not updated its PSEA and CP Policies since their establishment in2017.

The PSEA and CP Policies describe the steps that will be taken to ensure protection from sexual exploitation and abuse, and to protect children from harm.

General purpose of the position

Under the overall supervision of the Internal Auditor and the PSEA Coordinator, the consultant is required to review, update and merge the 2 current in use PSEA and CP Policies, in one global INTERSOS Safeguarding Policy, in compliance with the Organization Code of Conduct and donors requirements.​

Main responsibilities and tasks

1. Review the current Policies in its current form to advise / recommend on the best structure and content of the Policies; most specifically, conduct this review and make these recommendations drawing from best practices for such Policies in the INGO sector and following the IASC principles

2. Merge the current PSEA and CP Policies in one INTERSOS SAFEGUARDING POLICY

3. Once the above structure and content of the Policy is agreed upon, the consultant will be expected to write the new Safeguarding Policy.

Approach:

  • An initial briefing with the Internal Auditor and the PSEA Coordinator is expected to ensure full comprehension of the expected exercise.
  • Review of existing PSEA and CP Policies and various SoP in all INTERSOS Missions;
  • Review of 3 other peer INGO’s PSEA/Safeguarding policies to inform the structure and content of INTERSOS Policy;
  • Include in the new Safeguarding Policy a section dedicated to Sexual Harassment.
  • Creates, proofreads, edits, and formats the new policy.
  • Presentation of the proposed structure and content of the new Safeguarding Policy to the Director General and the Directors Team for approval.
  • Sharing draft of revised Safeguarding policy for feedback by Intersos Missions.
  • Finalization of the new Safeguarding Policy based on DG, Directors team and Missions feedback.

Required profile and experience

Education

Master’s degree in social sciences, sociology, political science, international relations, international development or related fields.​

Professional Experience

A minimum of 3 years of of professional, international experience associated with the support, design, implementation, or management of PSEA and/or child safeguarding and/or Child Protection.​

  • Demonstrated excellent communication skills.
  • Demonstrated ability to engage and build collaboration with multiple partners.
  • Ability to work efficiently under tight deadlines.
  • Demonstrate strong communication skills, verbally and written.
  • Knowledge and fluent ability in communication tool such as Teams, and ability to use tools such as Word, PowerPoint.

Languages

Fluency in English is required. Knowledge of French will be considered an asset.
