GENERAL INFORMATION ABOUT INSO
Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental, non-profit organisation that supports humanitarian aid workers by establishing risk management coordination platforms in insecure contexts. INSO offers registered NGOs a range of free services, including real-time situation monitoring, analytical reporting, humanitarian security-related data and mapping, crisis management support, staff mentoring and training.
INSO supports more than 1,200 NGOs in around twenty countries on a daily basis. INSO is based in The Hague (Netherlands), the international city of peace and justice.
INSO COLOMBIA
INSO is about to start its operations in Colombia. INSO plans to open a base in Bogotá and 3 additional offices in the country.
GENERAL OBJECTIVE OF THE POSITION
Security Advisors lead INSO’s service delivery in a geographic region where they also represent INSO to authorities, stakeholders, partners and the humanitarian community. As Area Coordinators, INSO Security Advisors lead a local team in 1 or multiple regional offices. Security Officers provide security analysis and advice that is vital to the NGO community’s efforts to deliver aid and assistance to people in need. They build and maintain a diverse network of contacts, articulate complex analysis from an objective and neutral perspective, produce and disseminate written products, and deliver briefings to partners. They identify trends and patterns within quantitative data sets of security incidents and support partners in crisis management, when requested. Security Officers also represent INSO to a diverse and important audience of members and a wide network of contacts, including UN agencies, international organizations and donors, local communities and their leaders.
INSO Mobile Security Advisers cover the needs of the team on a mobile basis. Mobile Security Advisers typically cover the duties of Regional Security Advisers on-site or remotely when the latter are absent or travelling. Due to their contact with different regional teams and their frequent travel, Mobile Security Advisers are also well placed to support the exchange of good practices between INSO regional teams, monitor compliance with internal programming and management policies in regional offices and support capacity development.
MAIN DUTIES AND RESPONSIBILITIES
Specific to the functions of mobile AS
- Covers the functions of absent ASs. Includes simultaneous coverage of multiple regions.
- Support in the exchange of best practices and in developing team capacity.
- Support in monitoring and improving compliance in field team deliveries.
Main Duties and Responsibilities
- As an INSO specialist for the area of responsibility, provide qualified advice to partner NGOs on risk management and access management while managing and developing the capabilities of the INSO team dedicated to the area.
- Establish and maintain an active information network, including NGOs, the UN and other national and international security actors, to obtain credible and relevant information on risks and threats.
- Provide NGOs with timely and credible information and contextual analysis of the situation through daily alerts and reports, weekly incident lists, bi-weekly analytical reports and other thematic reports.
- Facilitate and lead weekly regional NGO community roundtables.
- Assist NGOs in developing their own risk management capabilities by reviewing policy documents, conducting site safety assessments, and assisting with crisis evacuation planning.
- Manage a small office team, including overseeing local logistics and administration where relevant.
- Supporting NGOs with real-time incident and crisis management.
- Conduct periodic assessment missions in humanitarian intervention zones to evaluate security and access conditions for the benefit of partner humanitarian NGOs.
- Actively participate in regional/local humanitarian coordination structures aimed at promoting humanitarian access.
- Responsible for the regular and correct recording of relevant incidents and events at CHDC, in collaboration with the Information Manager.
- Maintains internal security documents relevant to your region.
- Supervises the management of the field monitors directed by the Deputy Security Advisor.
- Supports the activities of the training team and the regional analyst.
- To effectively represent, promote and protect INSO’s mandate of independence, impartiality and neutrality.
- Ensures the implementation and compliance of INSO’s internal policies.
JOB PROFILE
Knowledge, skills and experience.
Essential:
- Proven writing, editing and analytical skills and an eye for detail.
- Significant experience in insecure/conflict-affected environments.
- Personal and professional resilience in a fast-moving, high-performance, quality-driven program.
- Experience in the humanitarian sector, and/or risk management and/or humanitarian access.
- Independent drive, motivation and excellence, and the ability to sustainably operate and manage staff and teams under strict systems and timelines.
- High level of availability and proactivity for field missions.
- Well-developed personal, organizational and team management skills and standards in a diverse multicultural environment.
- Demonstrable understanding of humanitarian security practices and principles.
- Graduate level education in a relevant field or equivalent work experience.
It is good to have:
- Previous experience in an inter-institutional role.
- Significant field experience in conflict zones.
- Knowledge of local languages.
- Other languages such as English/French/Portuguese, etc.
- Experience in NGO security and/or project management.
- Existing information networks.

This is a full-time, fixed-term position (1 year renewable) and based in Bogota. The position will be based in Bogota, Colombia but includes frequent travel within Colombia.
