Purpose: Scoping Consultant, MOMENTUM Integrated Health Resilience (MIHR), ELLA Program

Objectives
To provide strategic guidance both technical and operational to the MIHR ELLA program during the start-up period.
Activities/Tasks
In close coordination with the GOAL LAC office, lead MIHR’s development of a scoping /situational analysis and guide preparation of the year one work plan in concert with HQ technical, MERL, Finance and Operations, and Country support teams:
- Work closely with GOAL and MIHR colleagues and serve as a primary point of contact for the HQ technical scoping team.
- Meet with relevant stakeholders including technical leads from multilateral institutions, as well as staff of peer organizations (both local and international NGOs) to understand current situation of MNCH programming and priorities to inform the MIHR workplan.
- Advise the project scoping/work plan team on cultural and operational challenges to MNCH service uptake.
- Draft assigned components of the Year 1 work plan, contribute to staffing models, and budgeting.
- Provide guidance on operating conditions in zones with indigenous and mining communities.
- Participate in regular debriefs.
- Serve as point of contact for MIHR
Support other MIHR program start-up activities, including:
- Provide overall management and strategic and technical advice.
- Participate in preparation of project activity updates and other project-related communication and reporting materials.
- Coordinate with the MERL team to ensure that the PMP is created with the workplan.
- Coordinate with GOAL LAC office and support recruitment processes and oversee interim onboarding of MOMENTUM team members.
