A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.

In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their complete autonomy.

The French Red Cross (CRF) has been operational in the CAR since 2004. In partnership with the host national society, the Central African Red Cross (CRCA), the CRF intervenes mainly in the areas of:

The provision of care: initial and continuing paramedical training, strengthening of health systems, fight against communicable diseases (HIV, tuberculosis, Malaria, etc.) and non-communicable diseases (malnutrition), health of the mother, newborn and child. child, community health, psychosocial support.
Public health: access to drinking water and sanitation, hygiene promotion, waste management, food security, agricultural development and livestock breeding.
Ad hoc crisis management, based on needs on the ground: emergency response to crises and recovery (population displacements, etc.).

The strategy of the CRF in the Central African Republic consists, in partnership with the Central African Republic, of contributing to reducing the structural causes of the vulnerabilities of the populations of Bangui and Mambéré Kadei, and of responding to the specific needs linked to crises through the development of integrated interventions responding to the essential needs of populations, while providing technical assistance to the authorities in the fight against HIV-AIDS and TB.

The Central African Red Cross (CRCA)

The CRCA coordinates with the French Red Cross with state health authorities at the national, regional and local level. The anchoring of the CRCA in the communities makes it possible to optimize relations with local authorities. This anchoring occurs in particular through the network of volunteers which also ensures real sustainability of the project’s activities, even after its end.

General mission of the DMI:

Under the responsibility of the head of delegation based in Bangui, the Security and Humanitarian Access Coordinator is responsible for:

Contextual analysis: carry out constant monitoring of the political and security situation in the country and in the areas of intervention of the CRf in particular, in order to determine the risks to which the CRf is exposed through its presence and its activities.
The development and updating of a risk management strategy to reduce the probability of incidents occurring and their impact if applicable (including crises)
The development of management tools and compliance with safety rules / security.
Coordination and internal organization in terms of monitoring rules, dissemination of information and compliance with processes

Mission 1: Ensures the management of safety and security within a defined perimeter
Mission 2: Ensures monitoring, evaluation, accountability and learning
Mission 3: Participates in good partnership relations and the development of National Societies
Mission 4 : Ensures the effective and dynamic management and animation of his team

HIERARCHICAL AND FUNCTIONAL LINKS

Hierarchical link: Provided by the head of delegation
Operational link: Ensures the direct management of the security assistant based in Bangui as well as the functional management of the security assistant based in Berberati.

Collaborates internally with:

the Headquarters Safety-Security-Support Referent (RSSS), functional manager
of the various coordinators, site and project managers

Collaborates externally with:

the Red Cross Movement (CRCA, ICRC, IFRC, CRN, CRQ), INSO, INGOs, United Nations Agencies and all other institutional and informal partners and actors.

Practical information related to the position

Terms of employment

Type of status: expatriate
Type of contract: Fixed-term contract under French law/precariousness bonus paid at the end of the contract
Salary: salary range, according to the classification of the position on the CRf grid and according to the experience of the candidate
. end of year: equivalent to a 13th month pro-rata to the time spent
Per diem: daily per diem which varies depending on the country
Leave: 5 weeks of paid leave/year and 21 days of recovery – Plane ticket covered 100% by the CRf for home/mission travel for 6-month leave
Health coverage: CFE + Mutual MSH (100% covered) – 75% covered by the CRf
MedEvac/repatriation insurance: YES
Other insurance: provident insurance ( death-disability)

Mandatory job requirements

Initial and/or continuing training in safety and security (humanitarian specialization) and/or university training in international relations / geopolitics / security
3 years of experience in the role of safety & security manager in the humanitarian and carrying out significant actions
Perfect command of the French language orally and in writing required
Knowledge of communication technologies including HF, VHF, mobiles and satellite
Theory and practice of 4 x 4 and off-road driving (license to drive internationally)
Demonstrate good physical resistance, the distances to be covered by car being long and the conditions relatively difficult during frequent field supervision visits
Ability to withstand pressure in a volatile security environment
Taste for work team and interculturality.
