Security and Monitoring Assistant At Norwegian Refugee Council

The Norwegian Refugee Council (NRC) is an International Non-Governmental Organization based in Oslo, Norway that works in more than 40 countries offering humanitarian assistance to the most vulnerable populations. NRC has been responding to growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal assistance, education, shelter and infrastructure, water and sanitation, and livelihood interventions.

NRC is an organization with a high international reputation in humanitarian assistance and has been working in Latin America for more than 30 years, leading humanitarian action in many of the countries where it operates.

In Mexico, NRC has been collaborating with local partners since 2019 and is currently expanding its reach, initiating activities through direct implementation in the States of Veracruz, Coahuila and Mexico City, with more than 20 collaborators hired by NRC in Mexico, giving assistance to displaced people in the intervention areas of the country.

1. Objective

The objective of the Security Assistant position is to maintain communications and monitoring of personnel missions in order to monitor movements in the areas of operations in Mexico; as well as follow up on the field needs of the missions, transmit information related to early security warnings and support rapid response to incidents. The position also supports the HSS Coordinator in the implementation of minimum safety requirements for assigned areas.

2. Main Responsibilities

  1. Follow up on agendas and security conditions on the ground
  2. Maintenance of time matrices and movements of mission routes
  3. Maintenance of communications groups and other means of communication via data
  4. Support the development of maps or location mapping of officials, facilities, landmarks (hospitals, police, firefighters), etc.
  5. Follow up and share relevant security news, monitoring alerts from national and international bodies
  6. Share security alerts and recommendations in specific cases
  7. Fill out monitoring report forms
  8. Assistance in developing and updating the security incident database
  9. Support in the application of minimum security requirements for infrastructure and equipment
  10. Accompany visits by program staff if necessary

3. Professional Competencies

  • Final semester students or recently graduated professionals in communications, security and risk management, political science/social sciences, international relations and/or related disciplines.
  • Minimum two (2) years of experience in a similar responsibility
  • Work experience in similar positions in the context of humanitarian aid.
  • Verifiable experience related to the responsibilities of the position
  • Knowledge of basic communication protocols for monitoring personnel movements in real time
  • Ability to learn about safety standards and protocols.
  • Intermediate written and verbal level in the English language
